Background

In September 2015, the General Assembly adopted the 2030 Agenda for Sustainable Development. This global “plan of action for people, planet and prosperity” is anchored on 17 Sustainable Development Goals (SDGs). The agenda’s results framework that captures universal aspirations across three dimensions of sustainable development: economic development, social development and environmental protection.  The 2030 Agenda is an integrated, indivisible agenda, which balances the economic, social and environmental dimensions of sustainability, the success of which will depend on the extent to which coherent, evidence-based plans and policies are formulated and implemented at country, regional and global levels.

In April 2018, the Government of the Republic of Uzbekistan invited the UN and World Bank-led Mainstreaming Acceleration and Policy Support (MAPS) mission. Following the MAPS mission, on 20 October 2018 Uzbekistan adopted its national SDGs, including 16 national Goals and 125 national targets. This work was further completed with the adoption of 2016 national SDG indicators in March 2019.

SDGs are grounded on the key principle of “Leaving No One behind” in promoting sustainable development, including in efforts to eradicate poverty.  In line with this principle, UNDP globally and at country levels helps countries in promoting inclusive growth and sustainable incomes. In doing so, and in particular in Uzbekistan, UNDP works with the Government of Uzbekistan and other national partners to enhance sustainable employment opportunities for youth, women, PwDs; promotes inclusive business models and trade promotion; supports capacity building for evidence based policy research to address the needs of the most vulnerable; and promote financing for development for the achievement of SDGs.  

In light of this, under the guidance and direct supervision of Inclusive Growth Cluster Lead, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.

The portfolio comprises the specialized, sectoral areas of:
•    Inclusive Economic Development and Entrepreneurship;
•    Trade and employment promotion,
•    Innovative Financing for Sustainable Development; and
•    Policy Research for Sustainable Development.

The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.

Duties and Responsibilities

Summary of key functions:

  1. Implementation of programme strategies
  2. Management of the CO programme
  3. Creation of strategic partnerships and implementation of the resource mobilization strategy  
  4. Provision of top-quality advisory services to the Government and facilitation of knowledge building and management

1. Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD, CPAP and other documents.
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.

2. Participates in effective management of the CO programme within the practice area specialization assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  • Preparation of inputs for reporting, including donor reporting.

3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4. Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education: Master’s Degree or equivalent in economics, business administration, social sciences, or related field.

A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Experience:  Up to 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web-based management systems.

Language Requirements: Fluency in English and Uzbek/Russian languages.
