Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The International Labour Organization is a specialized agency of the United Nations. It is the only tripartite UN agency – bringing together government, employer and worker representatives to elaborate labour standards and policies and promote decent work in different parts of the world.
The ILO project on improving Workplace compliance to better protect labour rights contributes to the second Decent Work Programme for OPT (2018-2022), and to the United Nations Development Agreement Framework (UNDAF) of the OPT.
The project interventions will provide technical assistance to the ILO tripartite constituents, for their institutional development and to help them to effectively engage in strategies aiming at improving compliance with the national labour legislation and relevant International Labour Standards, in a gender-responsive manner, through effective social dialogue.
Under the general supervision of the Representative of the ILO office in Jerusalem and under the direct technical supervision of the Senior Programme Officer, the Project Assistant based in Ramallah, will perform the following tasks:
Description of Duties
- Collect data and other information on development and/or subject matter activities of the area or region, maintain relevant programme and technical cooperation information and databases, and prepare background information and briefs to contribute to the preparation of technical and progress reports.
- Maintain and update databases and records on project activities for project monitoring and evaluation purposes.
- Process and examine project budget information and data in accordance with instructions, and make necessary abstracts and computations, to assist in the programming and preparation of budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities.
- Summarize information reflecting current obligations and future project and budgetary implications.
- Maintain and keep registers and control plans on the status of project at formulation, implementation and operational stages, to ensure that timely administrative support is provided in general and particular areas.
- Verify the conformance of project terms of reference with work plans and set objectives.
- Prepare background material, working papers and tables for briefing and review sessions.
- Draft non-substantive correspondence on project activities.
- Carry out specific operational and/or control tasks for project implementation.
- Perform other related duties as required.
Required qualifications
Education
Completion of secondary school education. First level University degree in social science, political science, economics, or relevant field an advantage.
Experience
Five years of related clerical and/or office experience, including record keeping and processing of information.
Languages
Excellent command of both Arabic and English.
Competencies
- Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in OPT.
- Knowledge of the office’s financial rules and regulations.
- Good knowledge of the context and challenges for the project areas of expertise.
- Strong management and organizational skills.
- Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills.
- Good ability to interpret project information and to identify and analyse problems with implementation.
