Background

The purpose of this consultancy is to support the Ending Violence against Women (EVAW) unit in the UN Women Regional Office for Asia and Pacific by providing support on reporting and on implementation on the programme “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region”, under the EU-UN Spotlight Initiative to eliminate violence against women and girls. The consultant will support visibility for the achievements of the programme and issues of EVAW in UN Women communications, drawing upon programme knowledge and through connecting offices.

Assignment Background:

Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region

Safe and Fair: Realizing women migrant workers’ rights and opportunities in the Association of Southeast Asian Nations (ASEAN) region is part of the Spotlight Initiative to eliminate violence against women and girls, a global, multi-year initiative between the European Union (EU) and the United Nations (UN). Safe and Fair is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region.

Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: (1) Women migrant workers are better protected by gender- sensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved. The programme strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approach; and broad engagement of stakeholders.

 

Duties and Responsibilities

Scope of work: Ensure quality reporting on the progress and results  of the Safe and Fair Programme and the entire EVAW unit, provide support to the regional programme implementation and contribute to the communications initiatives on EVAW

  1. Reporting
    • Collect the Safe and Fair Programme monitoring data from the programme countries, twice a year;
    • Organize capacity building sessions on result-oriented reporting to Safe and Fair national staff;
    • Provide technical support to Safe and Fair Programme Country Offices to ensure the quality of the programme reporting;
    • Analyze the monitoring data collected from Safe and Fair Programme Country Offices and use them for reporting;
    • Ensure adequate documentation of results, lessons learned and promising practices from the programme;
    • Draft monthly, quarterly and annual reports on EVAW ROAP initiatives and SAF initiatives to contribute to the UN Women internal systems, the Safe and Fair Programme and the global Spotlight Initiative reporting mechanisms;
    • Coordinate with the ILO M&E and Research Technical Officer and the ILO Communication officer on data collection and reporting of the programme;
  2. Programme implementation and visibility
    • ?Contribute to the drafting of briefs, publications, presentations, talking points, minutes and other materials on the Safe and Fair Programme, in coordination with the Knowledge Management Officer of the programme;
    • Support the development of an annual work plan 2022 for the regional component of the programme;
    • ?Liaise with contractors to ensure the quality and timely implementation of the programme;
    • Liaise with the communications company on designing, implementing, organizing outreach initiatives including on the16 Days of Activism against Gender-based Violence;
    • Design and contribute to produced publications, presentations and other creative communication materials to increase the visibility of the programme and feature EVAW issues strategically in UN Women and media communications;
    • Draft stories and creative communications to capture the impact of the EVAW issues, including the Safe and Fair programme;
    • Liaise with Spotlight focal points in Asia and Pacific and support the identification of lessons learnt, achievements and experiences to be shared across the different programmes;
    • Contribute to initiatives to increase the visibility of ending violence against women, through UNiTE, the GBV Action Coalition, Spotlight, the Generation Equality Forums and Safe and Fair by drafting and supporting the development of creative communications materials for internal and external audiences;

Supervision

The consultant will be supervised by the EVAW Programme Specialist of the UN Women Regional Office for Asia and the Pacific.

Required Skills and Experience

Eligibility criteria

  • Master’s degree in the field of international development, gender studies, social science, public policy, or other related area.  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • At least 5 years of relevant experience at the national and international levels, with a focus on programme coordination and/or monitoring and evaluation of programmes.
  • Experience in the field of ending violence against women migrant workers in the ASEAN region is desired;
  • Experience in coordination with international organizations and other stakeholders, preferably in the ASEAN region is required;
  • Experience in regional programme coordination is an asset;
  • Experience in social media/web/audio-visual production is an advantage. 
  • Fluency in English is required.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100.
