Background
FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360’s Crisis Response Team is looking to expand operations and technical programming in Cabo Delgado, Mozambique to respond to the current crisis. FHI 360 is responding to the conflict by intervening in the health, nutrition, WASH, and protection sectors.
Scope of Work
In this particular context, the Crisis Response Team requires the services of a highly skilled Logistics Consultant to support HQ staff by establishing all operational aspects in order to support the development of a successful program. The Logistics Consultant will take lead in implementing all necessary procurement plans and serve as the procurement specialist by developing the standardizing operations procedures in accordance with FHI 360 policies and directives. The consultant will also collaborate with other implementing partners and donors in the area as well as HQ departments to ensure a successful start-up period. The consultant must also have a strong background in humanitarian programming and experience with rapid start-ups.
Specific Tasks and Responsibilities:
· Apply a comprehensive procurement plan, to meet the needs and timing of project implementation
· Maintain facilities in emergencies, including office spaces, residence, warehousing and other critical infrastructure
· Generate a comprehensive price list for goods, services and equipment based on market-value in implementation area, and for unrestricted goods and equipment based on competitive market value globally.
· Coordinate logistics for transportation of goods, materials, and people in security constrained locations
· Establish asset and inventory registry, including equipment allocation and maintenance
· Ensure procurement activities are properly documented and fully adhere to FHI 360 and donor policies.
· Work with technical and management coordinators of FHI 360’s Crisis Response team in identifying needs; target locations, supply chain routes, actors and mechanisms to ensure time-critical assistance is delivered to affected people.
Deliverables:
· Lead detailed logistics and procurement plans for all areas of intervention. **
· Implement start-up activities related to logistics.**

Qualifications
- Bachelor’s Degree or its International Equivalent, experience in Supply Chain, Logistics, Finance or Business Administration preferred
- 5 – 8 years of professional work experience managing logistics and operations in emergencies
- Experience establishing startup operations/projects in new countries highly preferred
- Expertise in humanitarian procurement, budgeting, and supply chain management best practices
- Working knowledge of managing security protocols for both staff and supplies
- Significant or geographically varied experience establishing contracts, managing vendors and ensuring products/services are delivered per specifications
- Knowledge of international donor procurement regulations and expertise with fraud detection and investigation techniques is preferred
Prior experience in a non-governmental organization (NGO), government agency or related industry experience
Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned area
Fluency in verbal and written English required, fluency in Portuguese is seen as an asset
Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria:
- Knowledge of standard protocols of essential logistical processes
- Expertise in humanitarian programming
- Consultancy experience with similar organizations
