UNHCR, the UN Refugee Agency, is offering a full-time internship within the Operational and Partnership Management Unit of the Implementation Management and Assurance Service under the Division of Strategic Planning and Results (DSPR) at UNHCR Headquarters in Geneva, Switzerland.

Organizational context
The Common Assessment Targeting and Monitoring (CATM) team is leading several of the following assessment, targeting and monitoring related tasks of the Organization to which the intern will be asked to contribute:

As part of UNHCR¿s data transformation, the Organization created the 3 Common Good Data Initiatives which are intended to bring together different HQ-based Divisions in an effort to transform existing norms, standards and practices concerning data collection, management and analysis within UNHCR. One of the 3 initiatives, which is led by the CATM team, is dedicated to assessments, targeting and monitoring. Inter-alia this workstream aims to provide UNHCR¿s operations with a collection of assessment and targeting tools applicable in diverse context. To create an assessment, monitoring and targeting toolbox the CATM team is currently reviewing tools and assessment practices of UNHCR¿s operations worldwide.

UNHCR aims to strengthen targeting of assistance based on a diligent criteria-based analysis of beneficiaries¿ needs. Currently targeting is mainly embedded within UNHCR¿s cash-based assistance programmes. A targeting framework focusing on good practices of various UNHCR operations, partners and academia, as well as considerations around the different purposes and contexts in which to use different targeting approaches will be compiled in cooperation with other Divisions starting in the second semester of 2021.

In relation to partnership management, the CATM team will be reviewing the monitoring plans of UNHCR's partners in selected country operations. The aim of the review is to identify the quality of monitoring plans and variations that are occurring in the reporting. Findings will inform corporate monitoring guidance documents, training and the adjustment of indicator reference sheets to create more standardization across partners and operations. 

The position
The incumbent will be part of the CATM team within the Operational & Partnership Management Unit, reporting to the Senior Programme Assessment and Analysis Officer (Targeting).
The intern will provide close support towards DSPR¿s above-described deliverables on assessment, targeting and monitoring selected objectives of the Common Good Data Initiatives and the interdivisional Targeting Task Force. In doing so, the internship will offer an opportunity for learning about organizational data management, monitoring and evaluation as well as targeting approaches in the humanitarian sector.

Duties and responsibilities
¿ Support CATM team in compilation of tools and good practices related to assessment, monitoring and targeting by reviewing assessment findings available on UNHCR¿s data portals.
¿ Contribute to the mapping and consolidation of targeting actors from the humanitarian sector and/or forced displacement settings and contribute to other tasks related to the development of a practical targeting guidance developed by DSPR under the umbrella of the interdivisional Targeting Task Force.
¿ Join calls of the Senior Programme Assessment and Analysis Officer (Targeting) with operations requesting targeting support, so as to get a sound understanding of practical challenges operations face with regards to targeting and assessments.
¿ Assist with the review of monitoring plans and reports of selected partners from 2019 and 2020 as well as monitoring frameworks serving for direct implementation to identify the quality of monitoring plans and variations that are occurring in output indicators.
¿ Perform other related duties as required.

Minimum qualifications required
In order to be considered for an internship, candidates must meet the following eligibility criteria:
¿ Be either a recent graduate (having completed their studies within one year of applying) or a current student in a graduate/undergraduate school programme from a university or higher education facility accredited by UNESCO; and
¿ Have completed at least two years of undergraduate studies in a field relevant or of interest to the work of UNHCR.

NOTE: An individual whose father, mother, son, daughter, brother or sister is a staff member of UNHCR, including a Temporary Appointment holder or a member of the Affiliate Workforce, is not eligible for an internship.

Desirable qualifications and skills:
¿ University degree (Bachelor) in social sciences or related field;
¿ Demonstrated interest in and exposure to development and humanitarian issues, such as internships, senior thesis research, short-term field projects, etc.;
¿ Excellent data management skills;
¿ Analytically minded and comfortable with both quantitative and qualitative data analysis;
¿ Very good written and oral communication skills in English. Knowledge of French and/or any other UN language is an asset;
¿ Ability to work in a multicultural environment;
¿ Ability to work independently, when necessary;
¿ Flexibility and adaptability.

Conditions:
It is a full-time role with working hours starting from 9.00am to 6:00pm Monday to Friday (40 hours per week). The successful candidate will be either home-based or with the team in the Geneva, Switzerland. The location will be determined prior to the start of the internship, and is dependent upon the conditions of the COVID-19 pandemic in both the applicant¿s home country and at the duty station.

Allowance: Interns who do not receive financial support from an outside party will receive an allowance to partially help to cover the cost of food, local transportation and living expenses.
