Jhpiego intends to respond to the urgency and magnitude of the second wave of COVID-19 in India while identifying areas and modalities of implementation aligning it to the country and state’s response to the surge.

Reaching Impact, Saturation, and Epidemic Control (RISE) is a global project funded by the U.S. Agency for International Development (USAID) and led by Jhpiego. RISE works with countries to achieve a shared vision of attaining and maintaining epidemic control, with stronger local partners capable of managing and achieving results through sustainable, self-reliant, and resilient health systems. USAID RISE program in capacity building and optimizing knowledge sharing platform amongst the facilities for standardized management and work towards building sustainability and healthcare workforce resilience.

Jhpiego is hiring for the position of Advisor – Supply Chain Management for its Reaching Impact, Saturation, and Epidemic Control (RISE) program based at New Delhi. S/he will provide overall technical guidance in Supply chain management of USAID donated equipment and other equipment for the strengthening of the vaccine coverage and oxygen ecosystem to support the efficient and effective management of processes for COVID response through RISE. S/he will advise and lead overall supply chain operations, including identification of partners for logistics management, purchasing and inventory, selection of vendors, and distribution of goods. S/he will evaluate and develop strategic plans to improve forecasting, distribution, reporting and efficiency of operations. S/he will also provide high level technical assistance to improve the supply chain functions of the RISE Project and ensure that there is efficient and effective delivery of goods, services and work within the confines of Government of India (GOI) regulations. This position reports to the Chief of Party, RISE.

Role and Responsibilities:

• Work with the districts and health facilities to profile quantifications as required.
• Develop and support the implementation of sound logistics management policies that ensure acquisition of goods and services is done while adhering to GOI guidelines and regulations.
• Develop systems that will support forecasting and planning for the RISE’s vaccine and oxygen ecosystem needs and requirements by keeping abreast of market and product trends and development.
• Support the development for systems and mechanisms for tracking utilization to help the procurement processes for states/facilities for vaccines, oxygen delivery and other critical medical equipments for COVID response.
• Establish quality specifications of goods and services required by the agency.
• Provide a monitoring system that supports the better planning for procurement according to demand.
• Facilitate the design and implementation of systems to manage the supply of medical commodities within the RISE supported districts and facilities.
• Design and implement systems that will facilitate smooth and efficient receipt, storage, transport, and delivery of medical commodities in the warehouses in accordance with GoI norms.
• Support the design of systems and processes that will ensure efficient and effective flow of information and goods in the supply chain.
• Facilitate the preparation and circulation of periodic and ad-hoc supply chain reports for use in planning and performance management.
• Regularly evaluate control measures used to manage risk in all supply chain processes and guide management in development and improvement of control measures as necessary.
• Design and implement responsive systems/processes that will ensure timely, efficient and effective procurement of goods and services in liaison with the procurement manager.
• Promote awareness and understanding of relevant logistics management tools and information.
• Promote and support training initiatives for relevant staff in logistics management.
• Identify training and development requirements and develop plans to ensure that these are met as appropriate by RISE staff as well as district and facility-level staff.

Qualifications/Knowledge and Experience:

• Master’s degree in Business Management, Logistics Management or related field.
• Preferable knowledge and experience in vaccine management or medical equipments in general.
• 8 years’ experience working in supply chain. Public sector supply chain experience will be an added advantage.
• Excellent interpersonal and communication skills.
• Familiarity with public procurement guidelines and procedures.
• Team player and strong leadership and management skills.
• Computer literacy and familiarity with standard office computer applications.
• Should be able to travel to different states.
• Ability to work under pressure and meet deadlines.
