The progress of our results on the 2030 targets has been significantly impacted by the Covid-19 pandemic. To bring back the momentum through continuum of recovery programmes with governments and partners to build back better and support the most marginalized communities, collaboration with new partners will remain a key factor. It was widely recognized that the funding gap in the SDGs cannot be achieved with existing levels and forms of development assistance; and the Covid-19 crisis has escalated the need for recovery beyond the means of one organization or government. There is an urgent need for high level, substantive and consequential engagements for bigger partnership and financing at the national level where partners work hand-in-hand with UNDP to tackle the complex financing and development challenges, and leverage their own business models to invest in scalable solutions. 
 
To advance this vision of #Decadeofaction and building on the global Partnership and Financing Strategy within the broader span of partnerships private sector; philanthropies and foundation; and high network individuals are aimed at increasing the flow of private capital, influencing business practices to sustainable strategies and operations and invest in programme for resilient recovery and building back better. These partnerships provide financial and technical support to accelerate the work on the ground level with national and sub-governments, civil society and partnership.
 
Over 37,000 international companies are located in Singapore. As the biggest hub of financial, technology and insurance sector, the country roughly has over $6.196 trillion in assets with the corporate sector. Of the global corporations, over 46% of MNCs have their regional headquarters in Singapore. This presents immense potential with a largely untapped partnership space for innovative financing and strategic alliances with UNDP.
 
The Private Sector Financing consultant will support Malaysia CO and BRH to mobilize resources and leverage additional financing to achieve the SDGs through companies, philanthropists and investors based in Singapore. This position will be based in the Global Policy Centre in Singapore  with primary reporting line to Resident Representative UNDP Malaysia, Singapore & Brunei Darussalam with dotted reporting to the Director of the GPC. The Private Sector Financing consultant will work closely with the Manager Bangkok Regional Hub, and UNDP DRR and in consultation with the Singapore Center, ensuring a coherent approach tapping on complementaries. Through coordinated effort with the partnership and country office  teams, s/he will support for increasing private financing, private sector, philanthropy, foundations partnerships and other HNI partners to mobilize new resources, secure strategic partnerships and expand the donor base for country office and regional hub.
 

Duties and Responsibilities

  • Identify and assess the market environment in Singapore to effectively broker new partnerships with key investors and private sector actors for Malaysia CO and the region  
  • Identify emerging trends in private sector and philanthropy through which UNDP could have first mover’s advantage in financing partnerships. 
  • Map the key partners with regional or global presence in Singapore to collaborate with UNDP for sustainable business operations and alignment with the SDGs, including high-net-worth individuals and investment companies.
  • Work closely with UNDP Malaysia and BRH Partnership Specialist to ensure the identified potential partners are aligned with UNDP due diligence policy and develop Risk Assessment Tools (RAT) with comprehensive information about the partner wherever required. 
  • Act as focal point for the coordination of UNDP regional engagement in relevant forum, platform or dialogue with national stakeholders. For global matters, act in close coordination with the Singapore Centre (e.g World Economic Forum)
  • Identify new fundraising and partnerships activities for potential partners based in Singapore and develop a menu of services in close consultation with the UNDP Malaysia and BRH. 
  • Support UNDP Malaysia and BRH advocacy efforts and develop new pitch presentations, campaigns and targeted communications.  
  • Develop partnership proposals and pitching materials for strategic alliances and partnerships, for the targeted potential partners in Singapore. 
  • Support in preparation of materials for MOU, Financing Agreement or any other legal document to effectively onboard new partners based in Singapore.  
Institutional Arrangement
 
The post  will be a full-time assignment for an initial period of six months starting from June 2021.  The consultant will be a National or Permanent Resident of Singapore. Travel expenses as required outside the duty station and reimbursements will be administered in compliance with UNDP Duty Travel Policy under Administrative Section and Individual Contractor Policy under Procurement Section of UNDP Programme and Operations Policies and Procedures. The consultant will have primary reporting line to the Resident Representative, Malaysia Country Office with dotted reporting to the Director of Singapore Global Centre.

Desired additional skills and competencies
  • Professional experience with a UN agency, NGO, or other multilateral organization in mobilizing partnerships aimed at achieving a sustainable development agenda is a plus.
  • Working knowledge of the development sector is a plus.
  • Understanding of international development, international relations, or environmental and/or other relevant issues preferred.
  • Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred.
  • Excellent verbal and written communication skills.
  • Ability to build strong and sustainable relationships and capability to interact at all levels within the organization.
  • Ability to deliver in a high-pressure environment.

Required Skills and Experience

Minimum Academic Education
Master’s degree or equivalent in Social sciences, MBA, and related fields.
 
Minimum years of relevant Work experience
  • Minimum of 5-7 years of experience of working directly with the private sector in partnership development for UN, INGOs or development organizations on private sector fundraising, philanthropy and corporate social responsibility/sustainability.
  • At least 3-5 years experience working in partnerships in Asia-Pacific, including private sector engagement on sustainable development issues  and in building and brokering partnerships across the region 
  • At least 3-5 years of  demonstrated experience in communications, advocacy and stakeholder engagement, and a proven track record of excellent communication and presentation skills and ability to mobilize support from a wide range of partner stakeholders
  • Strong knowledge of Singapore’s ecosystem and networks of MNCs and HNI, and other private businesses. 
  • Knowledge and experience of UNDP and UN Common System, including rules and regulations of private partnerships. 
Required Language(s) (at working level)
Fluency in English (verbal and written) is required.
 
Travel:
UNDP will cover the travel costs only in the event that the function will be undertaken physically  out side the  duty station.
