The purpose of the Information Management Technical (IM) Officer position is to collate and analyse data relating to durable solutions and protection trends and developments, in addition to ensuring that systems are implemented according to NRC guidelines and minimum standards. The IM Officer will provide support in improving data management systems pertaining to M&E, and contribute to better reliability, quality and effective use of M&E data for decision making. The role will contribute to capacity strengthening and provide technical support in the region in management, analysis and presentation of the data relevant to M&E. The IM Technical Officer will be part of the Middle East Regional Office’s (MERO) Durable Solutions unit, and will work closely with IM Officers in NRC country offices. The IM Technical Officer will work on regional MERO grants, including a UNHCR-funded research project and report directly to the Regional M&E Manager. 

 

Specific responsibilities

  1. Act as an information management/data focal point for the Durable Solutions Unit.
  2. Develop reports and infographics using available data from field surveys, Information Counselling and Legal Assistance (ICLA) databases and other sources to highlight legal, protection and other trends relevant to NRC’s Core Competencies (including Education, Shelter and Livelihoods).
  3. Liaise with IM Officers in NRC country offices to collate data relevant for durable solutions, protection and return trends and developments from ICLA as well as from other Core Competencies.
  4. Provide presentations on data trends and analysis to MERO, Country Offices (COs) and external stakeholders, including UNHCR and other agencies.
  5. Assist with data inputs for research products under regional MERO grants, particularly the UNHCR funded research project.
  6. Provide advice to MERO on effective usage of digital technology within ICLA programmes including use of databases, GIS, apps, social media or other technology for ICLA service delivery to beneficiaries
  7. Support M&E Manager in identifying the  tools,  and development of technical solutions where needed, for management, analysis and presentation of specific data relevant to M&E data as well as beneficiary and service delivery’ data
  8. Plan and support roll out of specific prioritized data management and analysis tools and platforms in the COs; this includes initiating use of GIS tools and data.
  9. Support Regional M&E Manager in developing and implementing framework for analysis of data at the regional leve
  10. Provide technical support to IM Officers in country offices as necessary.
  11. Archive and backup database systems; ensure security of databases; perform database administrator functions.
  12. Undertake any other reasonable task assigned by management

Context related skills, knowledge and experience:

  • University qualification in information management, data analysis or equivalent field.
  • At least 3 years’ experience in information management, data analysis or equivalent field.
  • Experience with cleaning, collating and disseminating data.
  • Strong computer application and advanced Excel, SPSS, STATA or R skills to produce analysis and functions.
  • Experience with GIS software such as ArcGIS.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
  • Experience with some of the specific platforms: KOBO collect, Power BI, MySQL or MSQL databases, DHIS2 and CRM tools is an asset
  • Experience of Adobe Flash, HTML, PHP, ASP, JavaScript, SQLExperience with reporting systems and use of infographics such as Power BI to present project data and statistics.
  • Interest in use of digital technology, including apps, social media, other forms of technology for service delivery.
  • Knowledge of the region and the humanitarian crisis an asset.
