Introduction

At the start of 2021, IRC UK began programming in the UK. RISE is working in partnership with two local authorities (Hampshire and West Sussex) and in collaboration with local refugee agencies, to provide integration support to 200 resettled refugees in South East England. The project is funded mainly by the EU’s Asylum, Migration and Integration Fund (AMIF).

As we develop IRC UK’s strategic plan, and in the context of Strategy 100 - our new global strategy - we are considering the future of our work in support of refugees and asylum seekers in the UK, including programming. To do this properly, we need to further explore and understand the current situation and the potential that exists for IRC to make a positive contribution to the situation for vulnerable people seeking protection in the UK. A piece of work is required that informs this.

Core Consulting Tasks

The scope of work includes but is not limited to the following:

a)A desk review, supported by conversations with asylum seekers, refugees and relevant external organisations, which sets out:

Asylum

  • Routes for entry into the UK for people seeking protection, and the scale and scope of these
  • How the UK asylum system works in theory; and the problems that vulnerable people experience within this
  • Mapping of the leading organisations involved in providing support to those in the UK asylum system or who have been granted some form of protection
  • Gaps in this support.

Resettlement

  • The UK resettlement programme; the process from pre departure to arrival and actors involved
  • Challenges and gaps in the delivery of the programme

Integration

  • Assessment of the extent to which asylum seekers, refugees and migrants in vulnerable situations

oare able to generate income and build assets (esp. through (self-)employment)

ohave access to education opportunities

ohave access to public services such as healthcare and mental health services

oare safe (in their homes, schools, communities, workplace) and whether they receive support when they experience harm

ohave the power to choose where and how they live and whether they can influence decisions that affect their lives

  • Identification of key stakeholders and service providers (incl. any best practice they may have developed) and a partner mapping regarding integration-related outcomes listed above.
  • Meetings with refugee leaders/ migrant led organisations to identify perceived gaps and unmet needs.

b)Analysis, informed by existing documentation and conversations with IRC staff and others, of:

  • Potential match between these gaps and the types of support that IRC has experience in providing to asylum seekers and refugees, and whether and where IRC - working alongside others - could add value
  • The funding modalities that could be available to support this (incl. an analysis of the donor landscape)
  • The external policy environment for asylum seekers and refugees in the UK, and what are the priority advocacy issues needed to create supportive environments for refugees and asylum seekers to thrive in the UK.
