Organizational Setting and Work Relationships
The position is located within the Division of Human Resources (DHR). The Division's mission statement indicates that DHR is a strategic, trusted and innovative business partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all.
The role of this position is to implement HR policy concerning assignments in the International Professional category (the Recruitment and Assignment Policy and its Administrative Instruction ¿ RAP/RAAI). The Head of Vacancy Management Unit has the overall responsibility of ensuring efficient and effective vacancy management and support to the current assignments process.  The Unit has extensive contacts with the Eligibility and Interviews Unit, Affiliate Partnerships and Recruitment Section, Staff Wellbeing and Medical Service, as well as a business relationship with all Bureaux and Divisions regarding determining the requirements of advertised positions.  There is considerable contact also with managers worldwide about the filing of all positions.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
- Adherence to UNHCR's human resources policies and procedures is ensured.
- The assignments process in the international professional category is managed in a timely and efficient manner.
- Accurate and concise minutes of all relevant meetings are produced within the given timeframe.
- Staff members are provided timely and accurate information on relevant assignments issues.
- Organize and service assignments sessions of the Joint Review Board (JRB) and act as its Secretary ensuring the timely provision of all necessary documentation and information, ensuring adherence to regulations and procedures while ensuring follow-up and implementation of resulting decisions.
- Draft JRB minutes and notes to the High Commissioner regarding DHRM and JRB recommendations.
- Manage the overall vacancy management process for international professional staff, ensuring that positions are filled in a timely manner.
- Spearhead a business relationship with all Bureaux/Divisions to ensure receipt of up-to-date information in support of the assignments process to ensure an accurate match when filling the position.
- Analyse status of vacancies and establish patterns in filling of vacancies through the production of relevant statistical data, including data on JRB recommendations, High Commissioner's/Directors¿ decisions on assignments and appointments, etc.
- Be pro-active in minimizing the number of long-standing vacancies through close interaction with the other units of the Section as well as managers and staff members.
- Provide senior management with suggestions on career progression patterns and identify factors affecting career mobility and the ability of the Organization to attract and retain required staff, and advise the Organization accordingly.
- Monitor the implementation of the RAP/RAAI and bring to the attention of managers in DHR any related problems and suggestions for improvements. Participate and provide inputs to other policy issues under discussion within DHR with a view to rendering the RAP/RAAI process more efficient and effective.
- Observe discretion and maintain due confidentiality and courtesy in all dealings with staff members and counterparts.
- Undertake any related duties which may be assigned.
- Oversee the Unit¿s adherence to the time frames for the filling of positions advertised in the biannual Compendia, Addenda and Fast Tracks.
- Clear final recommendation and JRB minutes as well as documentation to be prepared for JRB sessions and to requesting staff members.
- Perform other related duties as required.

Minimum Qualifications
Education & Professional Work Experience

For P4 - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

Essential
A minimum of 9 years previous professional experience with at least 5 years of progressively responsible managerial experience.

Capacity to analyse complex procedural documents. Excellent inter-personal skills. Personnel Management with concentration in human resources planning and practices within the UN common system in general and UNHCR in particular. Field experience.

Language Requirements
For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.
