Senior Governance, Compliance and Quality Coordinator

Organizational Setting and Work Relationships
Reporting to the Head of Supply Management Services (SMS), the Senior Compliance and Quality Assurance Coordinator will liaise with the SMS Chiefs of Sections and Regional Supply Officers, as well as with other UNHCR Divisions, in particular with the ERM and Snr. Risk Advisors of the Regional Bureaux and a wider Risk Management Network, to guide and advise on supply related opportunities, risk management, compliance and quality management, in line with the applicable policies, administrative instructions and other guiding rules, regulations and documents. The incumbent will also propose proactive measures to strengthen and uphold and enhance UNHCR¿s integrity and accountability in the Supply area. Under supervision of the Head of SMS, the incumbent will liaise with the relevant counterparts to optimise the implementation of the supply chain processes across its global network of Operations. S/he will assist in the identification and review of the supply aspects areas and processes requiring new or revised regulation and draft/propose the most applicable ones, in coordination with relevant Sections of SMS and HQ entities, particularly LAS, in compliance with the existing rules and regulations, as well as industry and broader UNHCR standards and/or UNHCR strategic priorities. S/he will be the focal point for audit queries on supply issues and will support other DESS Services¿ Risk and Compliance management, in consultation with the Director of DESS. In addition, S/he will be the primary focal point on issues related to the Risk Management within the Division as well as act as the Head of the Compliance and Risk Management Unit of DESS.

Duties
- In close collaboration with the Head of SMS and other relevant UNHCR functional units, define - and maintain up to date - a comprehensive Supply Risk Model, which identifies typical risks within the UNHCR supply function, considers UNHCR¿s ethical, financial, and reputational rules and standards, as well as its operating contexts; determines potential exposure factors and acceptability ranges; and develops enterprise risk management actions to be used as a compass for Supply decisions.
- Regularly review applicable UN/HCR rules & regulations as well as applicable policies, AIs, OGs, SOPs and other guiding documents and propose revisions or development of new normative documents in the areas where it is required to improve compliance with the UN system-wide and non-profit organizations latest supply norms & standards as well as, wherever applicable. Industry standards, particularly in supply compliance, risk management and quality assurance areas.
- Continuously evaluate the implementation of supply chain activities vis-a-vis compliance with the current rules and regulations, opportunities, and risks, through the gathering and analysis of supply chain information, as well as regular monitoring of high-risk transactions and activities in the existing business analysis systems.
- Serve as the SMS¿s Liaison with Audit and Compliance functions within and outside the UN system, and with relevant UNHCR functional units to prepare for Supply-focused audits and compliance monitoring exercises, examine internal/external audit and compliance advisory reports and other sources that indicate the risk and compliance status of UNHCR¿s supply function; and coordinate actions to address to Audit recommendations. Serve effectively as Process Lead for closing Audit recommendations and ERM actions.
- Ensure that DESS/SMS Leadership is kept continually and proactively informed of the status of UNHCR supply chain compliance with established rules and regulations, industry standards; as well as any exposure to significant undue risk, whether it is strategic, operational, or contextual.
- When discrepancies or deviations against established norms are found, liaise with and ensure that appropriate action is taken by the concerned Units to correct the underlying reasons for the discrepancy to prevent the Organization from risks that could interfere in achieving its objectives.
- In collaboration with respective Audit and Investigation Sections (IGO or OIOS), investigate and evaluate violations / irregularities related to procurement and other supply chain transactions including fraud cases; recommend ¿ and as applicable ¿ ensure implementation of prevention, mitigation and corrective measures.
- Serve as the SMS¿ contact person for Legal affairs. In consultation with the Legal Affairs Service (LAS), ensure that UNHCR¿s procurement contracts include sufficient protections; as well as quality and compliance assurance mechanisms to protect and uphold the interests of UNHCR against Supply-related risks.
- Stay abreast of global and industry-specific supply risks and trends; monitor relevant UN risk reviews, audit reports and other compliance studies, and analyse these for indications of global, local or sector-specific risk trends, and based on this analysis recommend appropriate actions to prevent, mitigate or address exposure.
- Using UNHCR¿s defined benchmarks, confirm if standards for quality, quantity and sustainability within the Supply function were met, with a particular focus to Core Relief Items, as well as high visibility, high value, high risk products.
- Assess whether adequate resources, principles, procedures, and processes are effectively deployed for proactive end-to-end quality management along the Supply chain steps, as well as lifecycle quality management for UNHCR¿s inventory, with particular attention to core relief items (CRI). Support and advise the DESS/SMS Leadership, Regional Supply Officers, Regional and Country Leadership to identify and apply solutions.
- Ensure that adequate and regular assessments of suppliers¿ sourcing and manufacturing standards, as well as logistics protocols and other business arrangements; are carried out to ensure they meet UNHCR¿s sustainability, safety, ethical, labour, technical and quality standards.
- Participate in, or lead - as applicable, post-distribution products performance review, including user experience, repairability and durability, typical defects, as well as environmental sustainability, to inform supplier engagement and product selection efforts.   
- Together with the DHR/GLDC, improve the capacity development of both supply and non-supply staff for the identified areas requiring improvements following supply area deficiencies and/or risks identified through direct training and/or development of online modules through Learn&Connect or other platforms; wherever required in close collaboration with the Regional Bureaux and/or respective country operations for specific issues that do not require global action.

Relevant Job Experience
Essential
12 years of experience in compliance and quality management, auditing, investigating and fraud examination, out of which at least 10 years in an international environment, with at least half this time in a substantial field-based supply-chain management or related compliance management role.
At least 5 years of experience in monitoring or implementing supply (procurement and/or logistics) functions within the context of international relief and development, preferably with a large International organization (UN, IO, INGO).

Desirable
Working experience with UNHCR (or similar organization) in managing complex Supply Chain operations including Field based and/or Emergency context experience, Knowledge and working experience of Supply Chain applications within ERP systems.
