The Refugee Cash Assistance (RCA) program facilitates monthly benefits to all eligible refugee and New American clients in the state of Arizona, including clients served by partner agencies. As IRC is new to implementing this program at the state-wide level, this position is an exciting opportunity to contribute to the development of the program. The RCA Finance Coordinator supports this program by ensuring quality and timely adherence to the financial requirements of the program as outlined by the Arizona Department of Economic Security and federal guidelines. He/she reports to Finance Manager, indirectly reports to the RCA Administrator, and works with other Finance team members to support and facilitate collaboration between programs, finance and external partners as needed.

Major Responsibilities:

•Provide support to and collaborate with the RCA Administrator to ensure the quality, timely and effective implementation of the financial requirements of the RCA program.

•Coordinate with partner agencies that participate in RCA in the state of Arizona as needed.

•Collaborate with the RCA Administrator for effective program implementation and on-time payments

•Collaborate and communicate with IRC headquarters, external partner agencies, donor, and other stakeholders on finance related matters to ensure coordinated, effective approach to program implementation Responsible for processing payments and filing and maintaining financial documents.

•Track payments and client data, including metadata, and report to the State of Arizona in a timely manner

•Assist Finance Manager in fiscal compliance with adhering to donor requirement’s as well as internal controls by providing guidance to partnering agencies to ensure fiscal requirements are met and rules and regulations are observed.

•Contribute to program start-up, system development and problem solve challenges with creativity and initiative

•Support Finance Manager in audit preparation and fiscal year end close.

•Serve as backup to Finance Manager and/or other designated Finance staff.

•Participate in all program meetings, staff development activities, and fully engage as a member of the IRC team.

•Comply with all IRC policies, procedures and protocols including adherence to the IRC Way and Child Safeguarding.

•Other related duties as assigned.

Job Requirements:

•An undergraduate degree in Business Administration, Finance, or Accounting strongly preferred; or comparable related experience may be substituted.

•A minimum of 2 years finance experience, preferably in a grant-funded or social services organization.

•Accounting and grant management experience preferred. Reporting experience preferred.

•Knowledge of state and federal donor compliance regulations is a plus.

•Computer proficiency with an emphasis on Microsoft Office applications (Word, Excel, Teams, Outlook).

•Demonstrated experience in web-based data entry systems, accounting software and accounting data extraction preferred.

•Highly organized self-starter with success prioritizing multiple tasks, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.

•Strong attention to detail.

•Ability to manage time effectively.

•Ability to communicate clearly and effectively with cross-cultural understanding and fluency in written and spoken English. Experience in a multi-cultural environment preferred.

•In accordance with Arizona State Law, must possess or be eligible to receive a fingerprint clearance card.

Working Environment:Current remote work.Standard office work environment. Ability to safely lift 25 lbs.
