Background

Under the guidance and direct supervision of the Senior Human Rights Adviser, the UN Resident Coordinator’s Office and with functional guidance from OHCHR Geneva, the Maldives National Human Rights Officer analyses human rights developments in the country and supports activities to strengthen the capacity of the Resident Coordinator's Office (RCO) and the United Nations Country Team (UNCT) in the promotion and protection of human rights. The National Human Rights Officer works in close collaboration with relevant programme and operations staffs and/or teams in other UN Agencies

 

Duties and Responsibilities

  • Under the supervision of Senior Human Rights Adviser/RCO, leads on human rights related issues, including analysis of key developments and of legislation/policies in light of international human rights standards for UNRC and UNCT.
  • Takes responsibility in building the capacity of the RCO and the UNCT to mainstream human rights into the UNSDCF process and other joint programmes and plans of the UN in the country.
  • Provides logistical support in organizing and planning of UN human rights experts’ missions.
  • In close coordination with the UNRC, Senior Human Rights Adviser and OHCHR Maldives Desk Officer, develop and maintain close contact with Government counterparts, civil society, academia and international organizations.
  • Drafts written/electronic and telephonic communication on human rights issues for UNRC, UNCT and Senior Human Rights Adviser.
  • Facilitate access to OHCHR expert advice on issues related to the protection and promotion of human rights and to make available OHCHR tools, publications.
  • Coordinates joint programs from proposal development stage till implementation and represents RCO in implementation coordination groups of joint programs.
  • Takes lead in activating and coordinating inter agency groups on various human rights issues.
  • Perform other duties as required.

Required Skills and Experience

Education:          

  • A Masters’ Degree in Human Rights, Law, Political and/or Social Sciences, or in a related field.

Experience:        

  • 5 years of working experience in the Human Rights related field.
  • Professional experience in particular working with the UN, or other regional or international intergovernmental/non-governmental organizations) will be an asset
  • Ability to work independently as well as in a diverse team. Excellent organizational skills.
  • Ability to deliver training and make presentations.
  • Experience in coordination and advocacy.
  • Familiarity working with Governments, national human rights institutions, international human rights mechanisms and civil society organisations working on human rights would be an advantage.

Language Requirements:              

  • Fluency in written and spoken English and Dhivehi.
  • Ability to interpret and translate from Dhivehi to English and vice versa

Other:  

Excellent communication and drafting skills. Good ability to operate Computer and office equipment. Good knowledge of MS Office (esp. MS Word, Excel, PowerPoint), internet browsers, e-mail client software (MS Outlook) or equivalent software.
