Background

NRC is present in Venezuela since 2005, and in the last few years substantially increased its operations and program. With one main office in Caracas, four field offices and about 90 staff, NRC is one of the biggest INGO operating in the country.

Despite Venezuela is rated high risk according to NRC security standards, mostly due to the infrastructure and public services failures and the political instability, in Caracas the situation differs from the rest of the country and both security and living conditions are good and easily manageable. Particularly in the area where office and guesthouses are located it is possible to access all type of services, such as commercial malls, restaurants, gymnasiums, sport centres and several parks and green areas. Mountain excursions and visits to the coast which is less than on hour far from the city can be organized and places are easily accessible.

Duties and responsibilities

The purpose of the Finance Manager is to be responsible that the financial set up is according to NRC standard and to support programme/project implementation.

The following is a brief description of the role.

Generic responsibilities

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  2. Implement NRC’s financial systems, routines and procedures
  3. Maintain overall budget control and monitor cash flows
  4. Management of financial team
  5. Training of line managers and staff with financial responsibilities
  6. Provide regular analysis and reports
  7. Implement anti-corruption policy
  8. Ensure correct implementation of budgets, monitoring of expenditure vs budget in collaboration with the CD and the Country Management Group
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Matrix management of the finance staff in the area offices
  • Design ways of working that can be feasible in the current situation in Venezuela, adapting these solutions to the changing environment
  • Ensure that the finance processes followed in Venezuela are understood and approved by NRC Regional Office and by donors
  • Work with implementing partner on financial reporting and compliance to donor regulation on financial procedures and supporting documentation
  • Build on capacity of the direct reports via on-the-job trainings
  • Organize finance workshops in the country for all Finance staff
  • Be the focal point for all country level finance questions

Skills, Knowledge and Experience

  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Fluency in Spanish and English, both written and verbal
  • Knowledge current situation in Venezuela is an advantage
  • Experience in cash distributions systems in complex contexts is an advantage
  • Experience with institutional donor funded projects, especially ECHO and UNHCR, is an advantage
  • Experience with Agresso accounting software is an advantage
  • Experience in working with implementing partners
  • Experience in building the capacity
