Background

The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded.

UNCDF has brought its expertise in promoting a green and climate resilient local communities and economies for returnees, youth and women to support job creation in regions of departure, transit and return in Ghana, creating local ecosystems that facilitate the development of Micro, Small and Medium Enterprises (MSMEs) and enabling the transition of local economies to green and climate resilient development under  the Boosting  Green Employment and Enterprise Opportunities in Ghana (GrEEn) project, funded by the European Union Trust Fund for Africa.

Duties and Responsibilities

The main results under the GrEEn Project are the following:

  • Result 1 (R1): Local economies are stimulated and short-term job opportunities for youth, women and returnees are created through green and climate resilient investments.

 

  • Result 2 (R2): Employability of youth, women and returnees are improved through orientation support and assistance, to transition to skills development for the benefit of green and climate resilient local economies (cash for work beneficiaries).

 

  • Result 3 (R3): Increased access and usage of financial services, leveraging remittances and digital solutions, adapted to the needs of (i) youth, women and returnees benefiting from cash for work schemes and (ii) local communities and MSMEs.

As part of the Project team, the Data Management Analyst will contribute to the effective delivery of the Project’s MIS activities under Results 1, 2 (cash for work beneficiaries) and 3 (see above).

3.      Scope of Work

UNCDF is working with 10 districts in the two targeted regions to deliver green and resilient infrastructures/investments (subprojects) through Cash for Work (CfW) schemes under Results 1 (R1) over the 4 years of the project. Results 1 of the project will be implemented through the Ministry of Local Government, Decentralization and Rural Development (MLGDRD), which is also the anchor Ministry of the GrEEn project.

Amongst the different result areas of the project, UNCDF is responsible for providing a set of integrated services to 4,000 CfW beneficiaries.  In addition, UNCDF is to provide these CfW beneficiaries with specific training opportunities on basic life skills (R2) through its partner SOS NL/GH and a full range of financial services, including payments of stipends, opening of savings accounts and others to be provided under R3 of the project.

To manage the work on the subproject sites and to track the comprehensive journey of these 4,000 beneficiaries, the project Management Information System (MIS) also known as the Electronic Daily Attendance Sheet (E-DASH) will be utilized., UNCDF is leveraging the E-DASH currently used under the Ghana Productive Safety Net Project (GPSNP) implemented by MLGDRD  to be able to track and attendance whilst also monitoring the usage and uptake of the other services offered under the GrEEn project.

The roles/key functions include;

  1. Update the E-DASH platform following GrEEn Project requirements: in close coordination with the IT team of the GPSNP under the MLGDRD and other service support providers, the incumbent will need to build-on the current available system to make sure it responds to specific needs of the GrEEn Project. As an example, adaptation may include additional modules (e.g. registration, training etc.) and adaptation of the payroll module following requirements of the financial services providers.
  1. Ensure smooth uptake and usage of the platform by key users: the expert is required to set up all devices with appropriate software and systems needed for the roll out of the solution in all 10 districts. As example, data quality assurance activities, hardware, and software management.
  1. Establish a dashboard and reporting system to make sure the UNCDF team and its partners can easily access information and ensure optimal functionality of the platform: the incumbent is expected to set up a user-friendly platform to track development and progress of the CfW beneficiaries of the GrEEn Project.
  1. Support the MMDAs in collecting relevant data for the Local-based Information System for climate change Adaptation (LISA) for storage and its processing into the system for use.

4.      Institutional Arrangement

Under the overall supervision of the Programme Management Specialist and the guidance of the GrEEn technical team, the Data Management Analyst is expected to provide specialized assistance to project staff and other Project stakeholders.

Required Skills and Experience

Min. Academic Education           

First Degree in Computer Science or related subject and/or relevant ICT qualifications with specialized formal training in Computer Science.  Relevant Professional Certifications (e.g., Cisco, Microsoft, CompTIA A+, ITIL, CPD etc.)

 

Min. years of relevant Work experience              

At least 3 years of relevant professional experience in the fields of data management and administration, networking and Server installation and administration.

Required Language(s) (at working level)              

Fluency in English and the local language of the GrEEn project regions.

Other Requirement

Travel

The Data Management Analyst will be required to travel to the Ashanti and Western Regions, into the districts of the GrEEn project intervention, to provide technical assistance to stakeholders
