Emergency Programme Officer (SAFER Programme) Democratic Republic of Congo

About the role: This is a 12 month role with unaccompanied terms based in Goma, Nord Kivu, DRC, with frequent deployment on the field, with a salary of Grade 1 €31,732 - €35,257.

You will report to the Emergency Programme Manager and will work closely with the Logistics Manager, Gender officer, Grants Manager and Area Coordinators. You will line manage the CASH Rapid Response team, composed of 10 staff.

We would like you to start on 1 October 2021.

Your purpose: The Emergency Programme Officer will support the programme in the planning, implementation, monitoring of Concern’s Rapid Response programmes in Eastern DRC.

You will be responsible for:

Programme Management and quality

  • Oversee the planning, implementation, monitoring and evaluation of the Rapid Response interventions of your team, implementing timely, high quality activities on budget and adhering to Concern and international standards.
  • Directly lead interventions on the field.
  • Ensure mainstreaming of a gender-sensitive and protection-oriented approach into all programme activities.
  • Proactively identify challenges and solutions for the Rapid Response interventions, as well as areas where our responses can be improved and potential pilots.
  • Ensure that crosscutting themes including accountability, equality, gender and protection are mainstreamed in the programme as well as adhering to the Core Humanitarian Standards (CHS).
  • Manage and monitor the Complaints Response Mechanism (CRM) and ensure analysis and application of learning from complaint information.
  • Document key learnings on the project.


  • Ensure networking and coordination with local Government authorities, other NGOs, and UN at field level.
  • Represent Concern at relevant cluster meetings and other coordination fora in Goma as required and delegated by the Area Coordinator and the Programme Manager, particularly the cash-working group, and the WASH and protection clusters.
  • Ensure Concern representation on the field, with local actors and authorities, presenting the project, the organisation, the intervention and ensuring strong collaboration.

Human Resources

  • Organize the recruitment of properly qualified staff and their induction and training;
  • Manage a Rapid Response Team with particular emphasis on capacity building of staff through mentoring, training, and ensuring all staff have up to date job descriptions and Performance Development Reviews (PDR) as per policy.

Compliance and Reporting

  • Ensure the production of activities and grant reports of high quality, up to date and delivered in a timely manner in accordance with Concern policies/procedures and donor requirements.
  • Ensure that donor strategy, donor guidelines, formats and processes are understood and adhered to within programme implementation and procurement.
  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CoC), and ensure that any abuses or suspected abuses are reported and or dealt with as appropriate.

Finance, Admin and Logistics

  • Support the Emergency Programme Manager to monitor and manage programme expenditure and budgets, ensuring resources are optimally used and spending is in line with Concern financial procedures and donor requirements.
  • Coordinate the day-to-day management of logistics, administration and human resource needs for programme implementation in line with organizational policy and best practice.
  • Provide programme input to longer-term planning within logs, admin and HR functions.

Security and Representation

  • In collaboration with the Security Focal Group and Area Coordinator, undertake analysis of security incidents and trends in the zone of intervention and surrounding areas, and report on security incidents that can happen.
  • Participate in the revision of Standard Operating Procedures (SOPs) and other security related duties when necessary.
  • Manage and ensure the daily security on the field during interventions.
  • Share information on specific emergency activities with other actors (other NGOs, UN agencies).

Your skills and experience will include:


  • BSc or Arts degree in humanitarian/development studies, management, or a related/relevant field.
  • At least one year practical experience working in emergency for an international NGO.
  • Proven analytical, planning and time management skills.
  • Strong French and English language ability both speaking and writing.
  • Strong management skills.
  • Ability to cope with stressful situations and to evolve in a complex context.
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.


  • MSc in development studies or relevant field.
  • Outgoing personality with excellent training skills.
  • Proven experience in designing and implementing training initiatives at organisational and community levels.
  • Proven ability in report writing, research and documentation.
  • Experience in cash-based programmes
