IRC Summary:

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading emergency response and development organizations, supporting communities in transition in over 40 countries and 25 cities in the United States.  IRC resettles thousands of refugees per year and provides numerous program services to assist refugee and other immigrants. The IRC opened an office in Boise, Idaho in 2006 to provide reception and placement services to newly arrived refugees.  The office resettles approximately 300 refugees per year and provides numerous program services to assist the refugee from their arrival through citizenship.


Job Description:

The Financial Education Specialist will work to provide financial education services, leading financial education trainings and workshops, conducting individual financial capability assessments, as well as providing case management, debt navigation and credit repair coaching, and other stabilization support services to help program participants achieve and maintain economic self-sufficiency. The Financial Education Specialist will also play an active role in providing access to consumer loans through IRC’s Community Development Financial Institution (CDFI).


Major Responsibilities:

•          Conduct and coordinate outreach efforts to promote availability of services to refugees and other qualified community members.

•          Screen and assess interested participants for program eligibility and participation, working with participants to complete enrollment, including a detailed financial assessment, client budget and budget improvements, and credit building strategies.

•          Ensure that information required for program eligibility and reporting purposes is collected and that accurate records are maintained, including case files and client data entry in Efforts to Outcomes (ETO) software and other databases as needed. Ensure necessary steps are taken to obtain relevant data in a timely fashion; follow-up with all clients at a minimum of every 90 days and record all contacts with case notes.

•          Conduct individual case management, providing one-on-one financial counseling to participants as well as appropriate supportive services or referrals to internal employment, career development, wellness, and immigration programs as well as external micro-enterprise programs.

•          Assist program participants with effectively accessing mainstream financial services (outside of IRC), including opening bank accounts, establishing savings, building credit, and connecting with free VITA tax filing services.

•          Support IRC clients in accessing capital from IRC’s CDFI through the facilitation and submission of auto, education and training, work support, or credit building applications.

•          Support debt navigation coaching sessions with an emphasis and the creation of a debt navigation plan, debt prioritization, debt supports, and debt consolidation.

•          Coordinate and conduct financial education training sessions on budgeting, bank account management, and the U.S. credit system and administer pre- and post-assessments.

•          Attend regularly scheduled meetings with other IRC staff and volunteers as part of the review, evaluation and program maintenance process.

•          Some travel possible for training and to provide services to outlying areas.

•          Other duties as assigned.


Key Working Relationships:

•          Position reports to: Economic Empowerment Manager

•          Position Directly Supervises: Interns, volunteers as needed.

•          Position collaborates with departments within the IRC Boise as well as key community partners.



•          High level of familiarity with U.S. credit and banking system and experience with personal budgeting, banking and credit counseling required.

•          Undergraduate degree in a related field strongly preferred; or mix of equivalent years of related work experience and education.

•          1-3 years proven experience in the non-profit sector strongly preferred; in particular experience with client counseling, case management, or coaching required.

•          Prior experience working with refugee and low-income populations preferred.

•          Strong written and verbal communication skills, including ability to make presentations and provide one-one-one coaching in English and other relevant language(s).

•          Fluency in additional language relevant to current refugee or immigrant populations preferred.

•          Demonstrated skills with reporting and tracking information in a database.


Working Environment:

•          Standard, professional office environment with some weekly at work from home during the duration of the pandemic.

•          Offices hours are scheduled as Monday-Friday, 8:30am-5pm; some evening and weekend events required

•          Access to a reliable vehicle required for travel for field work throughout the service delivery area; possible travel to areas of rural Idaho.

•          Provide equitable services to promote gender parity in economic potential amongst clients.
