UNDP is a member of the UN Security Management System (UNSMS). Within the context of the overall UN Security Management System (UNSMS), the Security Director is responsible for coordinating UNDP’s response to security matters and providing the Administrator and all relevant actors with security advice, guidance, and assistance. The Security Director provides leadership and direction in the formulation and implementation of, and compliance with, security related policies, plans and all security matters to UNDP globally. The UNDP Security Director and the team at Headquarters provide overall management, policy, advisory and operational support including training. 
  • As UNDP Senior Security Manager, s/he is responsible for the formulation of a cohesive corporate security policy 
  • Is accountable for the performance of all UNDP security personnel globally, irrespective of funding source, directing appropriate action through the HQ and Regional Security Teams 
  • Determines the advice and support received by HQs, country and regional offices in the implementation of policies, procedures and plans issued by UNDSS
  • Leads advocacy for mainstreaming of security into Country Offices (COs) operational activities, including projects
  • Co-ordinates the organization’s higher level response to personnel safety and security issues,  providing all the relevant actors with advice and guidance 
  • Acts as focal point to UNDSS and the security sections of other UN organizations at the corporate level.
The Director of the Security Office, is the designated Senior Security Manager for UNDP,  appointed by the UNDP Administrator.  S/he reports to the Assistant Administrator through the Deputy Director for Management Services.  S/he manages a workforce of more than 120 security and operational support personnel covering all UNDP HQ locations country and regional offices.

Duties and Responsibilities

1) Organizational leadership
  • Sets the strategic direction of security management in UNDP and facilitates its integration into corporate planning, programming and operations;
  • Recommends the organization’s and UNDSS’s required support and resources in the area of Security for UNDP’s global network on the basis of assessments of the risks/threats, as well as the on the basis of UNDP’s own capacity to mitigate, through monitoring of the level of MOSS compliance of the Country Offices and projects in the field;
  • Addresses organizational policy and implementation dimensions impacting and overlapping with security in coordination with relevant functional units in UNDP, as well as UNDSS and other organizations;
  • Acts as focal point for the United Nations Department of Safety and Security (UNDSS) and security sections of other UN organizations;
  • Represents UNDP at senior representational levels in interagency forums for policy and decision making in the area of security.
2) Policy development, oversight and quality assurance, implementation
  • Guides the formulation and updating of a cohesive security policy including Commercial Aviation Travel Risk Mitigation;
  • Ensures organizational compliance with all United Nations security policies, procedures and regulations; 
  • Contributes to the corporate crisis management of security issues through guidance to HQs, Regional Hubs, Centres, and COs;
  • Supports Regional Service Centers/COs/Project Offices in security planning and the security dimensions of emergency/crisis preparedness, in accordance with country-specific requirements;
  • Oversees the implementation of policies, procedures and plans issued by UNDSS.
3) Management Supervision in the following areas:
  • Oversees and administers allocation and utilization of funding for UNMSM, including premises safety and security compliance and security advisories.
  • Oversees, facilitates, and directs the planning, management, operations and activities of UNDP security personnel for consistently high levels of performance, client service, efficiency and engagement
  • Provides oversight of all security personnel, including their recruitment, irrespective of the source of funding.
  • Advocates the implementation of corporate and best-practice approaches to ensure effective (human, financial and administrative) resources provision aligned with results in the area of security and safety provision.   
4) Ensures the provision of timely and effective client support by UNDP Security Personnel, as follows:
  • Security advice to the UNDP Management and personnel.
  • Provision of advice to UNDP management concerning reengineering of existing structures and processes to bring focus to security resulting in enhanced accountability and ownership across organizational lines.  
  • Provision of security support to the UNDP Administrator, and daily security management of UNDP HQ premises.
  • Day-to-day response to personnel safety and security, providing all the relevant actors with technical advice and guidance.
  • Assists the COs in establishing internal communication systems and ensure UNDP communications are integrated into the appropriate UN Security Emergency Communications System. 
  • Ensures that security awareness and preparedness training and information tools are effective; and advocate for utilization by clients.
5) Knowledge management 
  • Provides inputs to the development of systems to capture and codify knowledge in the Security practice for the enhancement of staff training, learning and awareness concerning security issues.

Required Skills and Experience

Education:
  • Advanced university degree in Security Management, Military Affairs, Public Policy, Development or another relevant discipline; formal multi-year education in military/police senior command and staff college is equivalent to an Advanced University degree.
  • A first-level university degree in any of the above disciplines with five additional years of relevant experience in addition to the requirements set out below, may be accepted in lieu of an advanced degree.
Experience:
  • At least 15 years of progressively responsible experience in security management, law enforcement or national military service, of which at least 5-7 years is in middle or senior management at least 2 years of which should have been spent in an ongoing crisis environment while serving in the UN system.
  • At least 2 years’ security management experience in conflict and post-conflict settings in a UN context.
  • Five years’ management experience in country/field operations of the United Nations system, demonstrating work experience within the UN Security Management system.
  • Proven experience in personnel management, development and leadership.
  • Demonstrated experience in the development and implementation of security policies and procedures is required.
Language Requirements:
  • Excellent knowledge of English, in writing, presentation and communication skills.
  • Knowledge of another UN languages is an advantage
Other:
  • Current relevant Professional Certification is an advantage, e.g. in Security Management, Physical Security, Investigations, Information Security, Project Management, etc.
