Background

The United Nations Office on Drug and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States Strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights.
 
The UNODC Regional Office for Southeast Asia and the Pacific’s (ROSEAP) Regional Programme outlines the proposed scope and focus of UNODC's work in the region for the years to come. It provides a framework for delivering a coherent programme of work to: (i) give clear focus to supporting Member States and regional partners in achieving priority crime and drug outcomes; and (ii) increase the responsiveness, efficiency and effectiveness of UNODC's support to the region.
 
The Regional Promgramme focuses primarily on crime and drug challenges that are best addressed through coordinated cross-border and intra-regional cooperation. There are five sub programmes under the Regional Programme.

Duties and Responsibilities

Under the direct supervision of the Regional Counter-Terrorism Programme Coordinator, the incumbent provides specialized substantive, technical and programming expertise for the design, formulation, implementing and evaluation of UNODC’s technical assistance activities aimed to strengthen criminal justice responses to terrorism and violent extremism. 
 
The incumbent will fulfill the functions of National Project Officer for UNODC activities in Malaysia and provide support, as needed, to other initiatives implemented in that country.
  • Provide substantive, technical and programming inputs for the formulation, implementation, reporting and evaluation of technical assistance activities on counter terrorism and the prevention/countering of violent extremism (P/CVE) within the framework of the UNODC Regional Programme for Southeast Asia; 
  • Contribute to the establishment of partnerships and strengthened collaboration and coordination with all relevant national stakeholders in the field of terrorism prevention and the prevention/countering of violent extremism; 
  • Plan, organize and deliver technical assistance activities, and contribute to the formulation of technical assistance tools such as, inter alia, training manuals, substantive publications, etc.;
  • Conduct research and analysis of national legal and policy frameworks on counter-terrorism and its financing, including analyses of national CT and CFT legislation;
  • Contribute to a visible and identifiable UNODC presence in Malaysia and deliver contributions at relevant events and fora on counter terrorism and the prevention/countering of violent extremism;
  • Contribute to and/or prepare various written outputs such as, inter alia, briefing notes, concept notes, agendas, project proposals and progress reports, and exercise quality control over technical inputs to publications and other technical assistance tools;
  • Contribute to outreach for resource mobilization, partnership-building, and programme advocacy for UNODC mandates and the Office’s technical assistance capabilities in the field of terrorism prevention and criminal justice responses to violent extremism;
  • Prepare the terms of reference/requirements for sub-contractors, vendors and consultants to ensure qualitative and objective procurement of services, and support the identification of suppliers and their contracting;
  • Ensure adherence to UN rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the Programme’s activities; 
  • Contribute to developing a filing system for the project and maintain filing accordingly; and
  • Perform other duties to support project implementation as required.
Impact of Results
Increased awareness and ratifications of counter-terrorism treaties, conventions and protocols - Improved national legislations in line with the universal legal requirements against terrorism and its financing – enhanced capacity of criminal justice and law enforcement officials in the region to prevent and fight terrorism – improved mechanisms for international cooperation in criminal matters related to terrorist offences and cases – strengthened partnerships and synergies with internal and external stakeholders in the field of terrorism prevention and PVE. 
 

 

Competencies

Professionalism: Good knowledge and understanding of theories, concepts and approaches relevant to crime and terrorism prevention, especially criminal law and international law, as well as international relations. Good knowledge of the mandates, priorities and operational modalities of UNODC’s counter-terrorism efforts. Good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgement and political sensitivity. 
 
Communication and Teamwork: Effective communication (spoken, written and presentational) skills.  Ability to prepare, consolidate inputs and finalize programmatic reports, project documents and other relevant material. Good inter-personal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.
 
Planning, organizing and managing performance: Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs. Ability to maintain focus and pay attention to necessary detail.
 

Required Skills and Experience

Education:
  • An advanced university degree (Master’s degree or equivalent) in law, international relations, political sciences, management or related field is required. Specialization in legal and related aspects of terrorism prevention and/or criminal justice issues and their international dimensions is highly desirable.
  • A first-level university degree, in combination with seven (7) additional years of qualifying experience, may be accepted in lieu of the advance university degree.
Experience:
  • A minimum of five (5) years of relevant professional experience in crime prevention and criminal justice issues, preferably in judicial and prosecutorial matters with a focus on terrorism or closely related issues is required; 
  • Extensive knowledge of the political and terrorism-related dynamics in Asia, including the role and functioning of relevant sub-regional and regional organizations, such as ASEAN is required; 
  • Work experience in the planning, organization and delivery of technical assistance activities is desirable;
  • Experience liaising with mid- to high-level government officials is desirable.
  • Familiarity with the modalities of international technical assistance is desirable.
Language Requirements:
Fluency in English and Bahasa Malaysia is required. Knowledge of other United Nations official languages is an asset.
