Scope of work:  The mobile clinic nurse will be responsible frontline health response and implementation of fever corner (Fever Management Unit) with primary health care services in identified IDP camps through Mobile Team of IRC’s Humanitarian Health Response Program. This position reports to medical doctor of fever management unit and is based in Bhamo, Kachin with approximately 85% of time required for travel inside identified IDP camps and/ or isolated villages from Myitkyina, Waing Maw, Mansi, Momauk and Bhamo Townships.

Responsibilities:

Implementation of clinical care for mobile clinic activities

  • Assist medical doctor in preparing monthly work-plan of mobile team to cover targeted IDP camps regularly
  • Involve in proper triage of patients presenting to clinics
  • Assist medical doctor in giving appropriate medical care to the patients according to MOHS and IRC protocols and administer medicines as prescribed by medical doctor and provide health messages to the patients
  • Assist medical doctor for establishing disease surveillance system and outbreak response as needed
  • Assist medical doctor for organizing of referral of COVID-19 suspected cases to Local District/ Township Hospital and other available secondary and tertiary referral health facilities in area
  • Able to escort the patient to hospital or government health facility if required.
  • Provide IYCF counselling to pregnant women, lactating mothers, and caregivers as needed
  • Perform laboratory test (e.g. Malaria RDT) and/ or collect test samples as deemed necessary
  • Provide MHPSS counselling as needed

Implementation of tele medication in targeted population

  • Establish follow up plan through tele medication and provide health education after managing the fever patient in clinic (fever corner).
  • Follow up the patients via phone after 3-5 days of consultation.
  • Provide capacity building to health care workers regarding tele medication.

Record keeping and medical supplies management

  • Administer and dispense drugs as prescribed by medical doctor and to ensure that the patient is clear on how to take the medication (correct dosage/ frequency and duration)
  • Record the dispensed to every patient in daily consumption register/ record book
  • Complete and keep proper medical records and register
  • Manage stock of drugs and clinic commodities including protective commodities
  • Prepare and check emergency kits and essential/ complementary drugs kits monthly
  • Assist medical doctor to manage clinic database (fever surveillance database) including data compilation, entry, and reporting

Infection prevention, control, and waste management

  • Follow and ensure proper Infection prevention and control measures in PHC clinic setting
  • Segregate and dispose medical waste according to standard waste management protocols
  • Supervise clinic volunteers/ cleaners to ensure proper IPC practices in mobile clinics
  • Provide capacity building to clinic volunteers/ cleaners regarding standard IPC measures and waste management practices in IDP camps clinics.
  • Assist medical doctor and project manager in development of proper waste management plan as needed

Monitoring and evaluation

  • Assist medical doctor to organize data entry and analysis of and biweekly and monthly clinic activities, outreach activities and achievements in the standard IRC – Humanitarian Health Response Database
  • Assist medical doctor and Project Manager to prepare IRC Global Minimum Health Indicators Report, Monthly Data Reports, etc.
  • Prepare of weekly and monthly EWARS reports

Reporting

  • Provide regular, on time and quality monthly narrative report to medical doctor
  • Assist Project Manager on preparation of donor, IRC in-country and HQ report as needed

Other

  • Coordinate with program support teams to implement project activities in time
  • Provide procurement documents in advance as needed
  • In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies in order to identify health priorities and practices among the IDP and community
  • Remain flexible to perform other duties as required or requested.
