1. General Background
The incumbent will work at the Regional Bureau for the Americas that sets regional strategies and priorities in line with UNHCR¿s Strategic Directions, including the Sustainable Development Goals (SGDs), the Global Compact on Refugees (GCR) and UN Reform, and oversees financial, operations and people management as well as compliance with UNHCR¿s rules and regulations within the country offices in their region.
Personnel at the Bureau assists and supports Country Operations in contextualizing UNHCR¿s Strategic Directions and ensure the overall strategic, operational and administrative coherence of delivery within the region while respecting the delegated authorities of the country offices under their purview.
In keeping with the Three Lines of Defence (3LoD) model, the Regional Bureaux, supported by HQ Divisions as required, constitute the primary ¿second line¿ of defense. The roles of the Bureaux, in the 3LoD context are to:
- Facilitate quality assurance, risk management and compliance functions to help build and/or monitor the first line of defence controls.
- Provide technical support (including protection, human and financial resources support) to Country Operations to improve impact, relevance and efficiency of programmes, and facilitate functional Communities of Practice.
- Address strategic, operational and managerial issues and concerns.
2. Purpose and Scope of Assignment
The incumbent normally works under the supervision of the (Senior) Programme CBI (Cash Based Interventions) Officer. S/he performs a variety of functions related to the CBI-related instructions and guidelines for UNHCR in the Regional Bureau and in the Field on the subjects of planning, budgeting, implementation, monitoring, reporting and strategic analysis of interventions.
S/he works quite independently on regular assignments with an oversight from the supervisor who provides general guidance and work plans for identifying work priorities and appropriate approaches. Work is controlled for meeting expected results and conformity to policy and procedures.
The Incumbent does not have a direct supervisory role. Contacts on a myriad of issues are mainly with Sections/Units/Offices within the Organization and with local suppliers/services/ partners normally on routine subject matters.

3. Monitoring and Progress Controls
Accountability (key results that will be achieved)
- Planning, implementation, monitoring and reporting of CBI in the countries covered under area of responsibility (AoR) are properly supported, in line with relevant global and regional strategies, policies, guidelines, procedures, and according to agreed deadlines.
- Information and data concerning CBI implementation in the region are effectively collected and managed using corporate and regional tools, organized and shared; information and support is provided to (Senior) Programme CBI Officer(s) to timely address issues of concern.
- Capacity of CBI staff and MFT members in the region is developed/strengthened to achieve CBI proficiency at all levels in the field and Bureau.
- Field needs, requests and concerns are addressed in a timely and efficient manner.
Responsibility (process and functions undertaken to achieve results)
- Request, compile, review and analyze CBI-related information and reports received from the field
- Use/ develop/ improve regional tools and products to collect, systematize, analyze and disseminate key information on CBI implementation in the Americas to facilitate CBI monitoring, reporting, information sharing and oversight
- Conduct regional, operation-specific and comparative analyses of CBI implementation and monitoring results in the region
- Provide support and guidance to field Operations on CBI assessment, planning, implementation, monitoring and reporting, in close coordination with relevant CBI MFT Units of the Bureau
- Assist in the induction and training of staff to build capacity on CBI
- Support inter-agency coordination efforts on CBI
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.
- Perform other related duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
- Enforce compliance with UNHCR¿s global strategy, procedures and guidelines.
- Decide which issues of inconsistency and/or non-compliance with CBI processes and deadlines have to be brought to the attention of (Senior) Programme CBI Officer(s), senior management and country/regional operations.
4. Qualifications and Experience
a. Preferred education (Level and area of required and/or preferred education)
- Bachelor¿s degree in Business Administration, Economics, Political Science, Law or related fields.
- Advanced IT skills in MS Office.
b. Work Experience
- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with bachelor¿s degree, or equivalent or higher.
