ORGANIZATIONAL CONTEXT
This position is based at Peshawar office with reporting to Head of Nutrition or designated offical.
JOB PURPOSE
The Programme Policy Officer will be in charge of the Ehsaas Nashunuma program’s field operations in Khyber and Upper Dir. In close coordination with KP unit head and PMU/BISP, The PPO BISP will be responsible for mobilizing requisite support from the concerned PMU provincial staff and other stakeholders. The candidate will report to Head of Nutrition Unit and Project Director/manager PMU.
KEY ACCOUNTABILITIES (not all-inclusive)
- Ensure the effective and timely program’s implementation and program field operations and ensure that they are in compliance with the Operations Manual of BISP Project;
- Prepare the detailed activity timelines for the field operations and ensure the timely implementation of each activity;
- Coordinate execution and implementation of field activities with the assistance of service providers and key stakeholders;
- Timely coordinate with Logistics/ Supply chain units (weekly and monthly coordinate) to ensure that at least one quarter of RUSF food commodities supplies are available at Provincial warehouse or Ehsaas Nashonuma Facilitation centers for smooth flow of activities. (Timely report the constraints in RUSF supply chain to PMU Country office as well as Project manager BISP.
- Supervise and monitor the field operations in order to get feedback for improvement of operations and ensure the timely course correction as required; The respective field coordinators (Upper Dir and Khyber) to be engaged and supervised for specified tasks each month. This includes periodic visits to the districts with the Field Coordinators as well as supporting field missions of donors and WFP management or Media visits.
- Ensure timely submission of BISP Project specific Travel NoCs for WFP Nutrition team, Management in line with planned visits of Donors, management of media. PPO role is to submit monthly travel plan for access NOCs with Security unit at Provincial Office and follow-up the approval status.
- Coordination with Point of Sales (POS) in districts and report any issues relating to Cash from Bank of POS
DELIVERABLES/ EXPECTED OUTPUT
- Smooth functioning of Ehsaas Nashonuma Facilitation centres at Khyber and Upper Dir in line with project plans. (i.e. 03 FCs at Khyber and 07 FCs at Upper Dir), unless changed by PMU/PM BISP Project (Timely sharing of RUSF food requests with Logs, positioning of RUSF at FCs, and timely distribution and reporting of the data)
- Achieve targets (Both Nutrition and Cash disbursements) in line with project plans (Subject to availability of RUSF Food, Point of Sales, Project Access NOCs and BISP registered Beneficiaries availability
- Successful management of two field coordinators (i.e. Upper Dir and Khyber) in line with above mentioned roles and responsibilities

STANDARD MINIMUM QUALIFICATIONS
Education:
Advance University degree in Social Sciences, Nutrition or Equivalent.
Experience:
Three (03) years’ Professional level experience in Nutrition project implementation with Provincial/ National or International organizations/ UN.
Language:
Fluency in English and Urdu is required. Knowledge of local language is added advantage.
