Job Purpose

Under oversight of the Operations Manager, the Deputy Operations Coordinator will provide programme management support to ensure the effective delivery of the ESSN programme. S/he will lead significant operational components of the ESSN and be responsible to guide strategic projects, including all field operations, ESSN outreach activities and transition to socio-economic opportunities. The Deputy Operations Coordinator will work closely to work with TRC senior management and relevant external partners to ensure effective and timely delivery of programme objectives.

S/he will directly oversee field level planning, coordination, capacity support and monitoring, whilst providing guidance to the 3 Regional Coordinators, 10 Field Officers and 2 Field Assistants, with the aim of ensuring timely implementation of activities to meet operational objectives. S/he is also responsible for leading and coaching a team of technical experts focusing on Referral & Outreach and Registration & Application in the ESSN, with a focus on four strategic priorities:

  • Oversee that standard procedures for ESSN applications are adhered to and ensure that the ESSN capacity support mechanism for governmental stakeholders, including staff support and ESSN workshops/trainings, is effectively managed by the Registration & Application workstream.
  • Assure that potential obstacles to access the ESSN are solved by the Referral & Outreach workstream through advocacy and sensitization with local authorities and coordination with other relevant actors.
  • Guide the establishment of a livelihoods referral mechanism, in close coordination with TRC, UN partners and relevant governmental stakeholders.
  • Lead coordination between the ESSN and TRC Community Centres within the IFRC Turkey delegation and at the field level to ensure consistency and efficiency, with a focus on strengthening protection referrals and establishing livelihoods referrals.

Job Duties and Responsibilities

Operations Management

  • Provide direct management, technical direction and oversight to the Field Coordination team and the wider programme team (specifically Referral & Outreach and Registration & Application). Lead designated cross cutting projects relating to the ESSN operations, contributing to the overall operational strategy of the ESSN.
  • As part of the senior ESSN programme team, ensure coordination between IFRC technical team leaders (M&E, Field Coordination, Community Engagement & Accountability, Referral & Outreach and other relevant workstreams) as well as other units within the IFRC Turkey delegation.
  • Coordinate all field activities under the guidance of the ESSN Operations Manager and in close coordination with the M&E and Referral & Outreach workstreams
  • Under leadership of the Operations Manager, and in close collaboration with Regional Coordinators and relevant Team Leaders, actively contribute to updating the operational planning in line with evolving and potential scenarios.
  • Ensure that all observations and suggestions from the Field Coordination team are used to feed into technical discussions, in particular for Monitoring & Evaluation, Referral & Outreach, Registration & Application and Community Engagement & Accountability (CEA), and to inform the overall strategic direction of the ESSN.

Technical support and oversight

  • Actively contribute to the development of TRC planning processes.
  • Support TRC to assure consistent application of IFRC Minimum Standard Commitments to Gender and Diversity and Community Engagement & Accountability.
  • Supervise and support the Registration & Application workstream of the ESSN. Guide the Senior Officer, Registration & Application to monitor ESSN registration & application trends, to support effective operations of the 9 ESSN Service Centres, and to support TRC in provision of appropriate capacity support to local authorities.
  • Supervise and support the Referral & Outreach workstream of the ESSN. Guide the IFRC Team Leader (O&R) to work closely with TRC on effective advocacy and sensitization with local stakeholders to remove access barriers to the ESSN, strengthening protection referrals and establishing livelihoods referrals.
  • Oversee the establishment of a livelihoods referral mechanism, in close coordination with TRC, UN partners and relevant governmental stakeholders, with technical guidance from the IFRC Livelihoods Delegate in Turkey.

National Society capacity Support

  • Consolidate field level TRC capacity support efforts, including working with Regional Coordinators to assure mentoring, coaching and developing the skills and/or provision of training of TRC headquarters and field staff.
  • Work closely with TRC management to ensure the timely flow of information and actions relating to regional reports coming from Regional Coordinators.

Coordination, cooperation, networking and partnerships

  • Foster and maintain a good working relationship with TRC and existing IFRC support functions for the delivery of operational objectives.
  • Harmonize inter-regional coordination and strategically support field level coordination for planning, monitoring, and oversight activities.
  • Ensure strong relationships between IFRC and local government institutions such as SASF, PDMM and DGPC offices, through supporting the IFRC Regional Coordinators to foster trust and identify capacity support needs.
  • Support the IFRC delegation on the operational coordination with the UN lead Regional Refugee and Resilience plan (3RP) and other coordination structures. Participate in and represent the IFRC in relevant coordination meetings as well as liaise with local public authorities, UN agencies, and international and non-governmental operating agencies.
  • Provide strategic guidance to the ESSN Task Force to ensure effective inter-agency coordination. Support the Regional Coordinators to co-chair all ESSN Task Force meetings jointly with the TRC Coordination unit.
  • Support TRC to organize and chair the inter-agency Task Team on Transition and Referral to Employment Opportunities.
  • Be responsible for coordinating the field missions of ECHO, VPO and other high level missions. This includes working closely with Regional Coordinators and TRC teams to prepare, plan and deliver in a timely manner.

Programme monitoring, evaluation and reporting

  • Assure a culture to produce timely operational situation reports and updates.
  • Contribute to the IFRC reporting processes (standard and donor reporting) as requested by Operations Manager in coordination with the M&E delegate.
  • Assure field level organizational accountability.
  • Provide oversight of field level activities to assure compliance with IFRC procedures, regulations and policies.
  • Produce consolidated field reports presenting all relevant observations and recommendations of the IFRC Field Coordination unit to ensure that field-level information is used to inform and improve the ESSN programme.
  • Provide regular feedback to IFRC management to assure leadership is fully informed on any material developments which could affect the project and/or IFRC and ensure timely follow up to issues identified in the field
  • Contribute to evidence-based learning by assessing and studying protection and livelihood referral related actions, for example through case studies.

Staff Management

  • Manage, recruit, coach, advise, support and train a team of 17 national staff (Regional Coordinators, Field Officers, Field Assistant and the Referral & Outreach team).
  • Lead performance management processes with staff and assure compliance to IFRC rules and regulations.
  • Regular travel to join Regional Coordinators on mission and support with day to day oversight, monitoring, coordination and capacity development plans.

Education

Required:

  • Relevant university degree or equivalent qualification
  • Knowledge of Monitoring, evaluation and community engagement

Preferred:

  • Basic RCRCM Training Courses or humanitarian response training or equivalent knowledge
  • Knowledge of protection referrals

Experience

Required:

  • Minimum of 5 years relevant work experience in international relief operations
  • Minimum of 5 years work experience with an International Organisation, international non-governmental organization, NGO and/or government development agency
  • Field experience in coordinating/managing disaster and crisis management operations
  • Substantial experience in community led processes
  • Good knowledge and relevant work experience in cash transfer programming and/or social safety nets
  • Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
  • Team management experience
  • Strong background in writing strategic documents and product delivery to tight deadlines, experience ( ECHO grant reporting preferred)

Preferred:

  • Experience within the Red Cross and Red Crescent Movement
  • Practical experience in contingency planning
  • Knowledge and understanding in the use of participatory tools in community planning approaches
