The UN Joint Programme (JP) Minimizing the impact of the COVID-19 outbreak in Georgia through telemedicine and digital health solutions is funded by the Delegation of the European Union to Georgia. The programme cycle is 36 months. The Action is aimed at supporting Georgia’s Primary Health Care (PHC) system in rural areas to: (a) mitigate disruption of services due to the COVID-19 outbreak; and, (b) deliver high quality PHC services, especially in hard to reach areas. The focus would be on introducing new service delivery approaches into the rural PHC system such as telemedicine and telecare and improving the capacity of rural doctors to provide quality PHC services through tele-education. This requires community engagement to increase demand for telehealth services from both the health care providers and patients, as well as creating a supportive environment in which strategies, structure(s), funding mechanisms, equipment and monitoring systems are in place. In addition, support will be provided to public health service to improve surveillance, data management and contact tracing by implementing modern, easy to handle digital technologies. As a result, Georgia will be well equipped/positioned to not only address current emergency health challenges but also future needs while moving towards Universal Health Coverage.

The JP will be implemented by four UN partners, WHO (lead), UNICEF, UNOPS & UNFPA; bringing their respective areas of expertise and added-value to contribute to the overall project objective to minimize the COVID-19 pandemic's negative impact on people’s health and the health system through quality telemedicine services.

Within project overall framework, UNFPA will be specifically responsible and accountable for delivering the following activities:

  1. Under Output 2.1: Online training/communication platform for primary care providers developed and fully operational:
  • Development of locally relevant evidence-based clinical guidelines and protocols for remote consultations at PHC level, including criteria for defining patient eligibility for telemedicine services;
  • Development/adaptation of evidence-based clinical guidelines, protocols and training module(s) for remote delivery of SRH services, with focus on Antenatal care (ANC) and SRH professionals in COVID-19 context and beyond;
  • Content development and updates for existing COVID-19 website and PHC training platform on pregnancy-related issues and other SRH topics in the context of COVID-19 and beyond, applying life-course approach.
  1. Under Output 3.1: Public awareness and health literacy on prevention of COVID-19 and determinants of susceptibility for severe infection (comorbidity, mental health, and socioeconomic factors), including health promotion and education improved:

 

  • Increase awareness of mothers and caregivers on the issues concerning their health and health of their children in COVID-19 era and beyond [in conjunction with UNICEF];
  • Development of targeted communication and social mobilization campaign(s) to support uptake of telemedicine solutions [in conjunction with WHO & UNICEF].

Duties and Responsibilities

Overall responsibilities:

The UNFPA Project Assistant will be responsible for the provision of programmatic, administrative and financial support to the implementation of the JP, in alignment with relevant rules, guidelines, processes and procedures for ensuring smooth operation of the project. The Project Assistant works in close collaboration with the Administrative/Financial, Project staff to exchange information and ensure consistent service delivery.

Specific Tasks:

  • Provides significant input into arranging project activities, including supporting National Consultant in preparation of budget, arranging venues, materials, helping in preparation of the presentations, drafting meeting minutes;
  • Contributes to the preparation of progress and financial reports by collecting information, preparing tables, drafting selected sections of the report, etc.
  • Keeps track of all project related transactions, including filing of contracts with experts, receipts, checks, inventory of purchased equipment, materials under the project in order to ensure information needed for auditing purposes be easily available; maintain tracking, monitoring and/or reporting systems regarding allocations and expenditures;
  • Assists with project related procurement of services/goods and ensures that procurement is in accordance with UNFPA Procurement Procedures: collects supporting documents; obtains price quotations and prepares comparative tables; makes logistical arrangements for the delivery; obtains Receipt and Acceptance reports from national counterparts;
  • Undertakes all logistical, administrative and financial arrangements required for the successful planning and delivery of technical workshops, inter-agency meetings, panel discussions, roundtables, expert missions, and other events organized by the National Consultant, in close collaboration with the UNFPA SRH Programme Analyst and operations team.  This may include liaising with event management companies and caterers supporting the procurement process for these and related services;
  • Coordinate travel arrangements and logistical issues for the project staff and experts’ missions, advise the stakeholders on all aspects of mission programming and logistics;
  • Perform duties assigned by ATLAS role, including raising Requisitions in ATLAS with input provided from designated clients;
  • In coordination with National Consultant and the UNFPA SRH Programme Analyst collects and process information relevant to project monitoring and evaluation and project related indicators;
  • Translates and drafts letters and other project documents as well as provides oral translation as may be assigned by country office management;
  • Performs other duties as assigned.

Required Skills and Experience

Education: 

First level university degree in Public Administration, Business Administration or related field.

Knowledge and Experience:

  • 5 years of previous relevant experience in administration or project/programme management;
  • Experience of working with government, private and/or international sectors;
  • Knowledge of project management tools and utilization of these regularly in work and assignments
  • Previous experience in the UN is an asset;
  • Strong interpersonal and organizational skills;
  • Computer literacy - Word, Excel, Power-point, etc.
  • Knowledge of Atlas/PeopleSoft or other ERP system is an asset;
  • Good writing and communication skills in Georgian and English.
