The incumbent is assigned all or part of the following duties which are performed according to organizational needs and structure:
Under the overall guidance and supervision of the Programme Management Office Specialist and oversight reporting to the Head of Programme, s/he will supports the PMO in ensuring that programme and project management policies, processes and methods are followed and practiced according to the organization standards, while acting as the overall Project Assurance capacity within the business unit on behalf of the Director and Representative (Executive).
The Programme Management Officer promotes a client, quality and results-oriented approach, ensuring utilization of office resources in a most cost-effective manner. S/he directly impacts on achievement of project results by assisting the PMO to adhere to project management methods and strategies. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

- Maintain project closure tracking sheet
- Support the PMO in ensuring SOCO programmes and projects have periodic plans (e.g. quarterly plans) in place with clear milestones which are clascaded from the overall implementation plan

- Track projects’ delivery against forecast on a monthly basis
- Provide routine oversight and analysis of delivery data within the dashboard system, using UNOPS ERP and oneUNOPS Projects systems as required.
- Ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life-cycles, and track progress, or otherwise, against such information.
- Ensure that all Somalia country Office programmes and projects adhere to internal and external reporting requirements
- Ensure projects maintain and update risks, issues and lessons learned in oUP
- Support the PMO in ensuring UNOPS Policies and Procedures, Financial Rules and Regulations (FRR), procurement, HR and asset management are adhered to for efficient
- Support on the compilation, consolidation and analysis of relevant data for regular portfolio reports and stage plans.
- Support the preparation of monthly Country Director report to the Regional Director.
- Support the PMO in ensuring office-level stakeholder engagement strategy is developed and monitor the effective implementation of the same by SOCO programme and projects
- Support the PMO in ensuring the formulation & implementation of programme and project communications plans and monitor the effectiveness of programme/project communications
- Coordinate internal programme/project communications such as weekly project managers meetings.
- Work with internal audit and finance to ensure the programme complies with audit requirements.
- In consultation with the relevant stakeholders, assist in preparing amendments of Agreements and Budget revisions when applicable.
- Coordinate quality reviews of programme/project documents and deliverables.
- Coordinate quarterly project assurance (online QA and project assurance meetings)
- Provide quality control for management products (project documents, reports, etc.).
- Support the compilation of lessons learned as per defined reporting format.
- Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
- Ensure programme and project documentation management in accordance with UNOPS policies and procedures
- Support PMO in capacity building efforts such as training.
- Bachelor’s Degree in Business Administration, or Project Management, and or other relevant is required
- Master’s Degree in relevant disciplines will be an asset but it is not required.
- Certification in PRINCE2® Foundation is an asset.
- A minimum of two (2) years of relevant work experience in the field of project/programme management support with focus on monitoring, recording, reporting, and coordination in a national or international organization is required.
- Experience and demonstrated knowledge of UN rules and procedures in Project Management will be an advantage.
- Experience /knowledge of web-based applications and Google Suite products, especially google forms, sheets, docs and slides is an asset.
- Skills in project management, reporting, project management support, business analytics are essential.
- Ability to meet tight deadlines and work independently with minimal supervision is an asset.
