SENIOR ASSOCIATE - SOCIAL/GENDER-INCLUSIVE CLIMATE-RESILIENCE

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

In 2021 GGGI signed a Memorandum of Understanding (MOU) for cooperation with the State Committee for Ecology and Environmental Protection (SCEEP), and signed a project agreement with KOICA to implement the “Green Rehabilitation Investment Project for Karakalpakstan Republic to address impacts of the Aral Sea Crisis”. GGGI Uzbekistan is seeking an experienced social/gender inclusion specialist to provide technical advice and capacity building support to Karakalpakstan’s farmers and MSMEs. 

POSITION SUMMARY

Under the guidance of the Climate Resilience Capacity Building Officer based in Tashkent, the Social/Gender Inclusive Climate-Resilience (InclCR) Senior Associate will join GGGI’s field team in Nukus and will work side-by-side with technical experts on climate-smart agriculture/agroforestry, climate-resilient agricultural technologies, and green growth policy/investment.  The InclCR Senior Associate will apply detailed knowledge of the socio-cultural lives and working contexts of Karakalpakstan’s different ethnicities, genders, and age-classes to inform the development of stakeholder vulnerability/risk profiles, and the design and implementation of climate/disaster-risk reduction capacity-building programs for farmers, and technical advisory support activities for farming and agri-business MSME participants in a Business Development platform. Furthermore, the InclCR Senior Associate will contribute to the development of a Green Recovery Investment Plan for Agri-business in Karakalpakstan, a green job employment assessment, and support green financing efforts that will scale up the current project’s interventions across Karakalpakstan. 

PURPOSE

  • Provides key technical expertise on the socio-cultural lives and working contexts of Karakalpakstan’s different ethnicities, genders, and age-classes for the design and implementation of:
  • Karakalpakstan Stakeholder Vulnerability/Risk Profile and Baseline Assessment to enhance the inclusiveness and gender/youth-based targeting and monitoring of project interventions.
  • A Climate change and Aral Sea vulnerability reduction capacity-building curriculum focused on food security and livelihoods, targeted at women, men and youth engaged in farming and related MSMEs.
  • Value chain analyses validating selected climate resilient agri-business models, and respective pilot projects to take into consideration specific job creation/income generation opportunities for women, men and youth.
  • Business Development Platform for Agribusiness stakeholders in Karakalpakstan to enhance the access, participation, and benefits for women, men and youth stakeholders.
    • Provides technical inputs for development of:
    • Green Rehabilitation Investment Plan for Agri-business in Karakalpakstan, including an agribusiness employment assessment of prioritized green investment projects.
    • Green business risk mitigation actions, credit guarantee facility development, and grant program development to support scaling up of socially/gender inclusive climate resilient capacity-building and MSME financing investments in Karakalpakstan.
      • Supports the effective implementation of the project, collection/submission of information for Monitoring and Evaluation (M&E) purposes, and technical reporting and administrative reporting needs.
      • Supports effective communication with stakeholders, and the translation of informational and administrative materials between Russian, Uzbek and Karakalpak.

ENGAGEMENT

  • Leads engagement with government and non-governmental agencies in Karakalpakstan and nearby regions to identify best-practices and lessons learned for development of socially/gender inclusive capacity building materials and promotion of socially/gender inclusive climate resilient/climate-smart agricultural production/processing technologies and systems.
  • Supports engagement with farmers and MSME stakeholders in Karakalpakstan for adaptation and climate resilience/climate-smart agricultural production/processing technologies and systems in light of the local institutional, cultural, socio-economic contexts to enhance opportunities for participation and improve outcomes for women, men and youth.
  • Supports organizing events and sessions between farmers, entrepreneurs and enabling institutions, and potential investors through the business development platform, and facilitating in-depth and effective stakeholder dialogue between multiple parties on social/gender inclusive climate resilient/climate-smart agricultural production/processing technologies.
  • Supports developing and fostering strong relationships with key government counterparts, key private sector institutions, relevant academic institutions and other key stakeholders to increase awareness and validation of the priorities and opportunities for women, men and youth to benefit from climate resilient/climate-smart agricultural production/processing technologies, and to support the development of GGGI’s country program.
  • Supports development and dissemination of capacity-building and communications materials in Russian, Uzbek and Karakalpak languages.

 

DELIVERY

  • Supports the delivery of various technical deliverables, capacity-building activities, stakeholder engagement efforts, mainstreaming the importance of considering the impacts on women, men, youth (and marginalized groups) in Russian, Uzbek and Karakalpak languages (but not limited to):
  • Climate change and Aral Sea vulnerability reduction capacity-building curriculum focused on food security and livelihoods in small-holder farming and related MSMEs.
  • Value chain analysis reports validating selected climate resilient agri-business models.
  • Four climate resilient agri-business models at production and processing level piloted
  • Climate-smart agriculture technology pilot projects and the Business Development Platform
  • Green Rehabilitation Investment Plan for Agri-business in Karakalpakstan.
  • Green agribusiness employment assessment of prioritized green investment projects
  • Green business risk mitigation actions, credit guarantee facility development, and grant program development to support scaling up of climate resilient agricultural production/processing technologies and investment in Karakalpakstan. 

REQUIREMENTS

QUALIFICATIONS

  • University degree in the field of social science, gender/women’s studies, social inclusion, agriculture, water/irrigation engineering, horticulture, forestry, environmental science or other related subject.
  • Preferred five years of professional experience in the field of social inclusion, related to gender, youth, ethnic minorities or other marginalized groups.
  • Knowledge of small-holder farming systems, irrigation-technologies, agro-forestry, food-security, and rural development issues desirable.
  • Excellent fluency in Russian, Uzbek and Karakalpak languages, both written and verbal required.
  • Additional language skills in English, Korean and other languages welcome.
  • Work experience in Karakalpakstan is desirable.
  • Experience in engaging with multiple stakeholders, including financial institutions, government institutions, private-sector companies, NGOs, civil society, others, would be an advantage.

  • Strong understanding of the methods for data collection and analysis relevant to the study and assessment of social/gender inclusion.
  • Understanding of how gendered- and age-based norms in agriculture and domestic life evolved during the Soviet Era, and in the post-Soviet Era.
  • Understanding of the official, religious, and cultural rules and norms that regulate the participation of women, men and youth and any marginalized groups in various agricultural activities.
  • Experience in delivery of capacity-building or technical advisory extension services to farmers and to MSMEs.
  • Strong team-working ethic, experience in working in teams with diverse cultural backgrounds,
  • High level of professional integrity in stewardship of public resources, and commitment to working for the public interest;
  • Demonstrated expertise in subject matter and eagerness to share knowledge with others;
  • Strong ability in facilitating dialogues among diverse stakeholders;
  • Willingness to travel and spend extended periods in remote locations.
