CLIMATE RESILIENT AGRICULTURAL TECHNOLOGIES - SENIOR ASSOCIATE

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

In 2021 GGGI signed a Memorandum of Understanding (MOU) for cooperation with the State Committee for Ecology and Environmental Protection (SCEEP), and signed a project agreement with KOICA to implement the “Green Rehabilitation Investment Project for Karakalpakstan Republic to address impacts of the Aral Sea Crisis”. GGGI Uzbekistan is seeking an experienced technical specialist to provide technical advice and capacity building support to Karakalpakstan’s farmers and MSMEs on development of climate resilient, energy efficient, water-efficient agricultural technologies for production (i.e. green houses, and drip irrigation) and value addition (incl. sorting, packing, transportation, processing).

POSITION SUMMARY

Under the guidance of the Senior Officer - Climate-Smart Agriculture, Rural Development and Agribusiness who is based in Tashkent, the Climate Resilient Agricultural Technologies (AgTec) Senior Associate will join GGGI’s field team in Nukus and will work side-by-side with technical experts on climate-smart agriculture/agroforestry, socially inclusive resilience capacity building, and green growth policy/investment.  The AgTec Senior Associate applies detailed knowledge of climate-resilient agriculture approaches and technologies to support the design and implementation of climate/disaster-risk reduction capacity-building programs for small-holder farmers and technical advisory support for farming and MSME participants in a Business Development Platform. These will focus on the promotion of utilization of greenhouses, drip irrigation technologies and agricultural product sorting, packaging, transportation, and processing using energy/thermal/water-efficient technologies . Furthermore, the AgTec Senior Associate will contribute to the development of an Investment Plan for Agri-business in Karakalpakstan, and to green financing efforts that will scale up the current project’s interventions across Karakalpakstan. 

PURPOSE

  • Provide key technical expertise on climate resilient, energy efficient, water-efficient agricultural technologies for production (i.e. green houses, drip irrigation) and value addition (incl. sorting, packing, transportation, processing) for the design and implementation of:
  • A Climate change and Aral Sea vulnerability reduction capacity-building curriculum focused on food security and livelihoods, targeted farmers and related MSMEs.
  • Value chain analyses validating selected climate-resilient agri-business models and respective pilot projects.
  • Business Development Platform for Agribusiness stakeholders in Karakalpakstan.
    • Provides technical inputs for the development of:
    • Karakalpakstan Stakeholder Vulnerability/Risk Profile and Baseline Assessment.
    • Green Rehabilitation Investment Plan for Agri-business in Karakalpakstan, including an agribusiness employment assessment of prioritized green investment projects.
    • Green business risk mitigation actions, credit guarantee facility development, and grant program development to support scaling up of climate-resilient production/processing practices and investments in Karakalpakstan.
      • Supports the effective implementation of the project, collection/submission of information for Monitoring and Evaluation (M&E) purposes, technical reporting and administrative reporting needs.
      • Supports effective communication with stakeholders, and the translation of informational and administrative materials between Russian, Uzbek and Karakalpak.

 

ENGAGEMENT

  • Leads engagement with government and non-governmental agencies in Karakalpakstan and nearby regions for development of capacity building materials on climate resilient agricultural production/processing technologies incorporating best-practices and lessons learned.
  • Leads engagement with farmers and MSME stakeholders in Karakalpakstan for adaptation of climate resilient agricultural production/processing technologies to suit local institutional, cultural, socio-economic and ecological contexts.
  • Supports organizing events and sessions between farmers, entrepreneurs and enabling institutions, and potential investors through the Business Development Platform, and facilitating in-depth and effective stakeholder dialogue between multiple parties on climate resilient agricultural production/processing technologies-related issues.
  • Supports developing and fostering strong relationships with key government counterparts, key private sector institutions, relevant academic institutions and other key stakeholders to increase awareness and validation of climate resilient agricultural production/processing technologies, and to support the development of GGGI’s country program.
  • Supports development and dissemination of capacity-building and communications materials in Russian, Uzbek and Karakalpak languages.

 

DELIVERY

  • Supports the delivery of various technical deliverables, capacity-building activities, stakeholder engagement efforts in Russian, Uzbek and Karakalpak languages related to (but not limited to):
  • Climate change and Aral Sea vulnerability reduction capacity-building curriculum focused on food security and livelihoods of farmers and related MSMEs.
  • Value chain analysis reports validating selected climate resilient agri-business models
  • Four climate resilient agri-business models at production and processing level piloted
  • Climate-smart agriculture technology pilot projects and the Business Development Platform
  • Green Rehabilitation Investment Plan for Agri-business in Karakalpakstan.
  • Green agribusiness employment assessment of prioritized green investment projects
  • Green business risk mitigation actions, credit guarantee facility development, and grant program development to support scaling up of climate resilient agricultural production/processing technologies and investment in Karakalpakstan. 

 

REQUIREMENTS

QUALIFICATIONS

  • University degree in the field of agriculture, agricultural engineering, agronomy, water/irrigation engineering, horticulture, environmental science or other related subject.
  • Preferred five years of professional experience in the development and implementation of capacity building, technical advisory services, or extension related to the use/construction of greenhouses, drip irrigation systems for fruit and vegetable production, or have experience in applying this on their own farm.
  • Experience in additional energy/water/thermally-efficient technologies for sorting, packaging, transportation, processing fruits and vegetables desirable, or have experience in applying this in their own business.
  • Knowledge of climate-smart agriculture and small-holder farming systems is desirable.
  • Excellent fluency in Russian, Uzbek and Karakalpak languages, both written and verbal required.
  • Additional language skills in English, Korean and other languages are welcome.
  • Work experience in Karakalpakstan desirable.
  • Experience in engaging with multiple stakeholders, including financial institutions, government institutions, private-sector companies, NGOs, civil society, others, would be an advantage.

FUNCTIONAL

  • Strong understanding of the construction and use of climate-resilient agricultural production techniques, particularly green houses and drip irrigation technologies.
  • Understanding of energy/water/thermal efficiency technologies for sorting, packaging, transportation, processing of fruits and vegetables is desirable.
  • Experience in delivery of capacity-building or technical advisory extension services to farmers and to MSMEs.
  • Understanding and experience in socio-economic and small-holder farming systems data collection.
