Org. Setting and Reporting

This position is located in the Digital and Campaigns Unit of the Strategic Communications Branch, Office for the Coordination of Humanitarian Affairs (OCHA) in The Hague, the Netherlands. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Strategic Communications Branch (SCB) is OCHA's communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media. Within the Branch, the Public Advocacy and Campaigns Section coordinates communications with humanitarian partners and brokers new partnerships for innovative advocacy opportunities. It develops campaigns for resource mobilization and humanitarian crises, as well as public fundraising, social media and analytics, and marketing OCHA.

The incumbent reports to the Head of the Digital and Campaigns and the Chief of the Public Advocacy and Campaigns Section.

Responsibilities

Within delegated authority, the Public Information Officer will be responsible for the following duties:

• Ensures implementation of dynamic and interactive campaigns to publicize strategic priorities and/or major events, including drafting communication strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
• Monitors and analyzes current events, public opinion and digital innovation, identifies issues and trends, and advises management on appropriate action/responses.
• Undertakes activities to promote digital media coverage of priority issues and/or major events, to include development of a campaign strategy and action plan, initiating pro-active outreach efforts, proposing, conceptualizing and arranging coverage, post-production and disseminating materials and consulting with partners on creative concept and approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.
• Conceptualizes, produces or oversees production of creative content including proposing topics, undertaking research, determining appropriate platforms and target audiences, positioning, milestones, maintaining project management plans, and preparing advocacy toolkits for campaigns.
• Initiates and sustains professional relationships with key constituencies including creative partners in the advertising, music film, digital and fundraising industry.
• Acts as focal point on the development of campaign concepts and guides the development of assets at the global level that can be adapted and implemented by country offices for use in local contexts.
• Participates in selecting the campaign information transmitted to key constituencies.
• Provides guidance to, and may supervise, more junior staff.

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in public information, journalism, advertising, marketing, public relations, public administration or related area is required.
Experience managing social networks and drafting of social media content and strategies is required.
Experience working in communications in a humanitarian context is desirable.
A minimum of two years of recent international field experience (two years in the last five years) is desirable.

Languages

English and French are the official languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
