WFP Cameroon Country Office

 

Since 1978, WFP has actively assisted humanitarian and development interventions in Cameroon. Between 2014 and 2019, WFP has provided lifesaving and resilience building, food and nutrition assistance to refugees, internal displaced people and local communities, which has contributed to stabilizing the food security situation among vulnerable groups in Cameroon in pursuit of Zero Hunger.

WFP now operates through its main office in Yaoundé, with 6 Field Offices in Maroua (Far North), Ngaoundéré (Adamawa), Bertoua (East), Buea (South West) Bamenda (North West) and Douala (Littoral) and three antennas in Meiganga (Adamawa), Batouri (East) and Kousseri (Far North) to ensure proximity with the beneficiaries. This position will be based in Yaoundé.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

 

Under the direct supervision of the Programme Policy Officer and the Head of Sub-office, the Programme Associate will be responsible for the following duties but not limited to:

  1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work, ensuring alignment with wider programme policies and guidelines, including (but not limited) to provision of support for:
  • Costing and budgeting of the FFA and SAMS activities.
  • Establishment and operationalization of programme integration and intersectoral coordination of the joint resilience project in the east region.
  • Integration of resilience programme into Communal Development Programmes.
  • Review of the pilot HGSF activities.
  • Facilitate the promotion of schools as a platform for healthy nutrition sensitization and social and behaviour change activities for the students, school personnel and wider community.
  1. Coordinate and liaise with the Country Office and the divisions of the Ministries, and WFP counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing resilience and social protection activities, escalating matters for resolution as relevant.
  2. Support the 3PA approach especially, the CBPP and the LSP and ensure the outcomes are aligned to governmental development planning at the concerned level (regional, division and communes).
  3. Participate in relevant coordination platforms at regional level, such as Food security working group, Cash Working Group, and other working groups.
  4. Arrange various public events to promote and advocate resilience and social protection including School Feeding, healthy diets and nutrition-sensitive interventions.
  5. Establish, maintain, and promote effective working relationships with relevant project counterparts and stakeholders.
  6. Coordinate individual and joint field missions.
  7. Provide regular updates and reports to the Head of programme and Head of Sub-Office.
  8. Actively participate in the implementation of activities in the field (sensitization of the community on the objectives of the program, preparation of distributions, supervision of distribution sites, technical support to cooperating and financial partners)
  9. Check the conformity of distribution lists and ensure the presence of beneficiaries and their conformity on the lists.
  10. Contribution to the establishment of local committees and supervision their transition to cooperatives
  11. Supervise the work of partners with a view to respecting the commitments made and WFP's expectations.
  12. Participate in the analysis of data and reports provided by implementing partners and ensure that they are shared with the Sub-office.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

 

  • 3 years of experience in general programme, of which at least 2 years in the areas of livelihoods, development, social sector, education, or cash transfers.
  • Experience and expertise with designing, setting up and implementing self-reliance and value chains projects.
  • knowledge of corporate 3PA guidance of WFP would be an advantage.
  • Experience in the use of CBTs for emergency response through social protection systems.
  • Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook) and MS TEAMS (Sharepoint);

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS: Education:

Completion of secondary school education . A higher education level (Bachelor in Economics, Statistics, Demography, Social or Development Sciences) would be an asset.

Language:

Fluency (level C) in French language. Fluency (level C) or intermediate knowledge (level B) in English
