Background:

The UN General Assembly, and all its 193-member countries, in September 2015 adopted a global development vision entitled Transforming Our World: The 2030 Agenda for Sustainable Development. This 2030 Agenda was designed as a plan of action for people, planet and prosperity.  It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets, to stimulate global action over the next 15 years on issues critical to humanity and the planet. India committed to these SDGs at the September 2015 UN Summit and the SDGs officially came into force on 1 January 2016. The Government of India has actively engaged in nationalizing the SDGs from early 2016. NITI Aayog, the National Institution for Transforming India, has been entrusted with the responsibility of coordinating the efforts on SDGs with ministries and states, indicative of “whole of government” approach. The NITI Aayog has prepared an Action Agenda (3 Years) and is preparing medium term perspective plan (7 years) and long term (15 years) goals for the country through a 15-year vision document for a period up to 2030, which will be co-terminus with sustainable development goals. The Ministry of Statistics and Programme Implementation (MoSPI) has prepared a Draft National Monitoring Framework consisting of 306 Indicators. At National level a High-Level Steering Committee has been constituted for refining the indicators which will emerge as backbone on the development interventions of the country.

The UNDP India Country Programme Document CPD (2018-2022) signed with the Government of India (GoI) aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDG’s within their schemes and programmes as a part of an UN system wide to SDG roll out for visioning and planning in India. In view of India’s commitment to the 2030 Agenda, Uttarakhand too has set ambitious targets for itself for achieving the SDGs within the state and has already formulation its SDG Vison 2030 document.

SANKALP Scheme :

The Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) scheme was launched under the National Skill Development Mission (NSDM) of the Ministry of Skill Development and Entrepreneurship (MSDE) on 19th January 2018 to focus on district-level skilling ecosystem through convergence and coordination. This centrally sponsored Scheme has a six-year implementation period till March 2023. SANKALP aims to strengthen institutional mechanisms for skill development and increase access to quality and market-relevant training for the youth through:

  1. Convergence: Creating convergence among all skill training activities, both State-led and Government of India funded, at the state level;
  2. Quality: Improving the quality of skill development programmes through building a pool of quality trainers, developing model curriculum and content, and standardizing assessment and certification;
  3. Monitoring and Evaluation System: Establishing a robust monitoring and evaluation system for skill training programmes;
  4. Inclusiveness & Opportunity: Providing access to skill training opportunities to the disadvantaged sections such as Women, SC/ST, Persons with disabilities and traditional artisans; creating industry-led and demand-driven skill training capacity

The main objective of this project is to provide technical support to the Directorate of Training & Employment, Government of Uttarakhand in planning, development, monitoring and coordination of skill development activities, improving its scale and quality of skilling efforts in order to reduce poverty and strengthen the livelihoods ecosystem by increasing access to quality and market-relevant training for the youth through the SANKALP programme.

The SANKALP programme is aimed at strategically reforming the skill development landscape in India by strengthening institutions at the central, state and district levels. MSDE has been implementing many skilling programmes that can be broadly classified into long-term and short-term trainings. SANKALP will focus on strengthening short-term training programmes (usually with a duration of 3 to 6 months) 1 through greater decentralization of skill development governance (strengthening of district ecosystem) and improving quality and market-relevance of skill development programmes.

Centre Of Excellence (CoE) for Entrepreneurship, Innovation & Marketing

This pilot project provides a platform for supporting and reviving traditional agricultural practices, food crops, handicrafts and artforms to match modern market, design and technology. Through technical and institutional handholding support, the center will encourage the growth of budding entrepreneurs, especially women and youth, and promote “Brand Uttarakhand”.

Duties and Responsibilities

  1. To facilitate and enhance the existing capacity of the district in developing, monitoring, implementing and coordinating all the district level skill development initiatives.
  2. To undertake the development of District Skill Development Plan and be responsible for implementation of the same.
  3. Work in close coordination with District Employment Officers and report directly to the project Manager.
  4. Support in implementation and monitoring of COE activities at District Level.
  5. To consolidate the consultative process for development of Convergence Plan with existing government schemes and programmes.
  6. Strengthen the functioning of district level resource institutions and departments for training
  7. Monitor the work of the Block teams under the program in his/her district
  8. Assist in strengthening the state government’s capacities and coordination mechanism at district level for designing and implementing livelihood strategies
  9. Ensure institutional strengthening at district level for planning, delivering and monitoring of high-quality market relevant training;
  10. Strengthen the functioning of district level resource institutions and departments for training
  11. Identifying and Collaborating with Institutions/Experts with thematic specializations
  12. Contribute to implementation of select strategies as agreed with the state government
  13. Identify the areas of focus with the greatest potential for impact and scale, in collaboration with the government, sectoral colleagues and senior management,
  14. Undertake continuous scoping of the development landscape in the district for identifying opportunities for future work.

The incumbent’s duties are outlined below and will be fulfilled in line with the prevailing UNDP rules and procedures as well as with due compliance with the UNDP internal control framework.

Summary of key functions:

  1. Overall monitoring, coordination and implementation of State and District level activities under the SANKALP Project.
  2. Provide technical support to districts.
  3. Work in close coordination with State Mission Director, State Skill Mission and UNDP State office
  4. Responsible for conceptualizing and implementing the Skill Development Plan for the state.
  5. Support in implementation and monitoring of COE activities at State Level.

These duties are further elaborated below:

1. Overall monitoring, coordination and implementation of State and District level activities under the SANKALP Project.

  • Ensure orienting and guiding of local planning and implementation at District/ Gram Panchayat (GP) level by providing technical knowhow and hand hold all district / GP functionaries in formulation of the District Skill Development Plan.
  • Coordination with agencies involved in the process, including Government of Uttarakhand, UN Agencies and technical agencies.
  • Highlight cross-cutting issues among the working groups to facilitate “whole of government approach”.
  • Monitoring the progress of implementation of project activities and key event schedules observing the work-plans and set deadlines 

2. Program management functions:

  • In consultation with the Head, take lead in planning, coordinating and monitoring the activities of the District/ GP Resource Persons.
  • In consultation with the State Head, develop Annual Work Plan and implement it.
  • Ensure preparation of periodical progress reports (quarterly and annual reports), review quality and consistency of internal reports.
  • Ensure receipt of quarterly progress reports and quarterly financial reports from all project sites, check for slippage against work plan and take corrective action;
  • Ensure effective financial management and reporting as per the UNDP financial guidelines.
  • Ensure that regular Project appraisal meetings are held.
  • Participate in meetings and discussions related to project implementation, monitoring and follow-up.
  • Conduct workshops at state level with all relevant stakeholders for presentation of draft policy and for collecting comments and suggestion.

Contribute to implementation of select strategies as agreed with the state government:

  • Identify the areas of focus with the greatest potential for impact and scale, in collaboration with the government, sectoral colleagues and senior management,
  • Undertake continuous scoping of the development landscape in the state for identifying opportunities for future work.

Support the state government in developing strategies for the roll-out of the SANKALP Program:

  • Provide technical inputs in planning the roll-out by bringing together relevant experiences from other countries.
  • Contribute to the design of skill development workshops. 

Oversee/ Monitor impact evaluation studies for skill initiatives in the state:

  • Monitoring the development of a portal and application for capturing household database for skilling
  • Ensuring the establishment of call centre for assistance and coordination support for the GP level survey
  • Conducting and coordinating block level capacity building workshop for GP Resource Person
  • Ensure the proper consolidation of survey database by the District Resource Persons.

Ensuring the quality of skill development initiatives in the state and strengthening the industrial placements of the mapped candidates by the State Skill Mission. 

  • Co-ordinate workshops with industry associations.
  • Overlook the development of state specific curriculum and courses, training of trainers and the creation of the Centre Inspection App.
  • Development of the systematic monitoring framework for monitoring the convergence plan.

Promoting wage employment for skilled and unskilled workforce in the state and inclusion of marginal and most vulnerable sections in skilling ecosystem for their livelihood promotion.

  • Ensuring the proper creation and outreach of the skill exchange app.
  • Spreading awareness and publicizing skill development initiatives.
  • Ensuring the provision of migration support and counselling.

Aligning the project with UN values and UNDP priorities:

  • Ensure the principles of gender equality, democratic governance, social inclusion and disaster resilience are effectively reflected in all project activities;
  • Ensure that gender equality is pursued in all project activities and reflected in work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail.
  • Ensure that accessibility for persons with disabilities is reflected in all project activities.
  • Consult regularly with other UNDP projects and programs on related activities where synergies are possible.
  • Strive to engage groups and communities in project activities that affect them.
  • Communicate project goals and activities clearly to both stakeholders and the wider public.

Required Skills and Experience

Education:

  • The candidate Should have a bachelor’s degree in Management/Engineering/Social Science or in any other relevant area.
  • Candidate with a Master’s/PG Diploma in Management/Engineering/Social Science or in any other relevant area would be preferred.

Experience:

  • Minimum 2 years of relevant professional experience in the field related to HR, training and Skill Development, Marketing (managerial level) with any private or public organization/ Trust/NGO/ EPFO registered organization.
  • Good communication, interpersonal and presentation skills, with an ability to work in a multi-cultural environment.

Language Requirements: Fluency in written and oral English and Hindi.

Schedule of Payments:

Consolidated Annual Consultancy Fee (Remuneration) of Rs. 3,98,856 payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Evaluation Method and Criteria:

Evaluation and ranking will be done based on the following criteria:

  • Educational Qualification: 30 Marks; (Bachelors is essential and we will be giving 20 marks for those ones. Ones with masters will get 30 marks. The total for educational qualification is 30 marks)
  • Relevant Experience: 40 Marks;
  • Interview: 30 Marks

Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidates (out of total 100 marks) will be sent offer of consultancy in order of ranking.

Interview for the shortlisted candidates would be either conducted face to face in Dehradun or by telephone / over skype
