It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Since the start of the civil war in Syria, it is estimated that more than 400,000 people have died due to the conflict. The conflict has resulted in massive displacement of the civilian population inside the country and in the neighbouring countries i.e. Turkey, Lebanon, Iraq and Jordan. According to the 2021 Humanitarian Needs Overview, more than half the population in Syria is in need of humanitarian assistance. The displacement outside the country has created more than 5 M refugees, with Turkey 2.7 M, Lebanon 1.0 M and Jordan 0.7 M bearing the brunt in the region, while 1.2 M refugees have applied for asylum in Europe. During 2016, 3.5 million people were expected to need surgical and trauma services in hospitals, including 3.2 million emergency consultations, 67,000 war wounded cases, and 300,000 surgeries. Essential health services remain in critical shortage across the country. Insufficient human resources, supplies, equipment and infrastructure continue to disrupt the functionality of the health system. A significant proportion of health facilities is unable to provide essential care, including care for people with life-threatening chronic diseases. Some 200,000 people are believed to have died in Syria because they did not have access to routine medical care. These are a “secondary death toll” to those killed by bombs and firearms.

MdM-France is working in Syria in close collaboration with MdM-Turkey (Dünya Doktorları Derneği) and MdM-Spain, both part of the MdM international network. Within the framework of these partnerships, MdM is looking for an advocacy expert for the Syria mission, established in Amman.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will be in charge of designing and implementing an advocacy action plan which falls within MdM's overarching advocacy strategy. You will work in close collaboration with the coordination team in Amman and the two other chapters of the MdM network (MdM Turkey and MdM Spain).

Design of the advocacy strategy

  • Analyse the context and the strengths and weaknesses of MdM France, MdM Turkey and MdM Spain operating in the SS, NWS and NES and use this analysis to produce a comprehensive advocacy strategy of the Whole of Syria (WoS).
  • Design a global advovacy strategy for the network
  • Elaborate a diagnosis of the past and present advocacy component withing the 3 chapters
  • Understand and analyse the Syrian context from a global perspective and with a focus on health topics
  • Understand the strategies of other stakeholders (International NGOs, local organisations, UN agencies, human rights organisations etc.)
  • Define the potential added value for the MdM network regarding the context and the other initiatives
  • Identify advocacy objectives tailored to the MdM network, in close collaboration with MdM Turkey and MdM Spain
  • Build the advocacy strategy and produce a document to share with the 3 chapters, including objectives, targets, means and tools to reach the objectives, main stakeholders, allies and obstacles
  • Keep following and analysing the trends, international decisions, policies, publications about Syria to fuel the strategy and create alliances

Implementation of the strategy

  • Develop tools, key messages, alliances and other materials to achieve the objectives of the advocacy strategy
  • Identify existing mechanisms for advocacy decisions and communication within the 3 chapters
  • Propose new and relevant mechanisms for advocacy decisions and communication tailored to the needs
  • Elaborate tools and advocacy documents, in collaboration with the 3 MdM chapters
  • Elaborate a detailed contact list : media, donors, government representatives, relevant for the implementation of the advocacy strategy
  • Participate to the internal communication about the activities of the mission
  • Upon validation from the General Coordinator, participate in media interviews, direct lobby meetings with decision-makers, conferences, humanitarian coordination meetings, and other relevant events.

Coordination with MdM team

  • Ensure internal and external communication regarding advocacy
  • Contribute to the monthly reports and other internal documents
  • Contribute to proposal writing and reporting

CONDITIONS OF EMPLOYMENT:
Status : Salarié

Contract : Fixed-term contract
Duration : 3 months
Starting date: As soon as possible
Based in Amman (Jordan)
Gross monthly salary: 2860 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite), minimum of 6 months seniority required

SKILLS AND EXPERIENCE NEEDED:
Minimum 3 years of experience in advocacy, and especially in designing an advocacy strategy
Minimum 2 years of experience in the humanitarian sector
Experience of the Syrian context would be an asset
Experience of working with health actors would be an asset
Ability to listen, cooperate, share information and good sens of mediation
Autonomy and proactivity
Ability to organize priorities and respect deadlines
Team spirit
Excellent capacity to analyse context and policies and to synthetize
Excellent communication skills
Excellent capacities in negociations and diplomacy
Experience of working with a network of organisations, with various interlocutors based in different locations
Strong skills in planning: ability to manage priorities, follow-up
Computer skills (Office)
Languages : Fluent English (written and spoken) mandatory. Knowledge of Arabic and/or French would be an asset.
