OVERVIEW OF THE FUNCTIONS OF THE POST

Under the supervision of the CITO, and in close consultation with DBS staff, the consultant will assist the Bureau to develop and update Standard Operating Procedures (SOP) for high priority IT processes, define a set of core IT metrics for different teams and a framework for capturing and reporting these metrics to drive visibility to, and enhance the efficiency and effectiveness of the bureau’s outputs

Background:

Digital technologies play a key role in the fulfilment of UNESCO's mandate and the delivery of its programme. To support and enable the strategic transformation agenda, new digital technologies are being implemented across the Organization. The Bureau of Digital Business Solutions (DBS) plays a key role in this implementation. DBS serves as the Secretariat for the Organization's digital transformation governance, facilitating the development and evolution of the One-UNESCO Digital Strategy.

As a key partner in the implementation of this strategy, the Bureau's work includes the design and deployment of coherent and integrated corporate solutions to support the delivery of UNESCO's programmatic outputs, while ensuring that all digital/IT services remain functional and operational at all times, and information management, digital/IT risk mitigation and cybersecurity measures are in place.

The objectives and outputs of the Bureau are highly service oriented, requiring business engagement, customer focus and innovative digital solutions. New ways of working are needed that provide both effectiveness and efficiency in solution delivery, built on best-in-class principles of user experience design and digital/IT architectures.

Long Description

Scope of Work:
•    Review/inventory of any current SOPs and metrics  
•    Meet with staff and collect updates/changes to SOPs and metrics and discuss possibilities to add improvements to the existing processes
•    Identify the needs/priorities to develop any new SOPs and metrics to reflect the new management processes  
•    Consolidate the information from each team and update all core SOPs and metrics  
•    Share the updated SOPs and metrics with responsible team leads/management for comments and inputs
•    Revise and finalize all SOPs and metrics and obtain final endorsement and approval from DBS management
•    Upload all updated SOPs and metrics on the DBS teams site
•    Organize a learning session and give a briefing introduction on the new SOPs and metrics framework

Expected Outputs and Deliverables:
The consultant should deliver the following outputs:
•    Update and refine existing SOPs and metrics 
•    Assist to develop new SOPs based on needs assessment/priority
•    Create a SOP library, consisting of approved SOPs and metrics framework
•    Deliver SOP training to all DBS staff

REQUIRED QUALIFICATIONS

Education
•    Advanced university degree (Master’s degree or equivalent) in process engineering, management of information systems, industrial and systems engineering, digital transformation or a related field.
•    A first-level university degree in one of the required fields in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
•    Minimum of Ten (10) years of proven work experience in the areas of business process reengineering, business analysis, process improvement or process manager, preferably in an Information Technology environment.
•    Extensive experience in drafting standard operating procedures and build SOP libraries
•    Experience in developing processes metrics frameworks
•    Experience in delivering SOP training to heterogenous employee groups


Skills & Competencies
•    Excellent written and oral communication skills, and ability to speak and present effectively, concisely and persuasively.
•    Strong analytical skills and problem-solving skills.
•    Good knowledge and understanding of managing IT for business.
•    Familiarity with the work and general functioning of international organizations, the United Nations system and/or other public sector entities.

 Languages
•    Excellent knowledge of English (oral and written).
 

DESIRABLE QUALIFICATIONS

Work Experience
•    Experience in developing and/or implementing digital technology plans, policies and procedures.
•    Relevant experience in an international work environment.
