Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

 

Main Purpose

The Emergency Response Training Officer designs, develops and implements a training programme for IAEA staff members participating in the IAEA’s Incident and Emergency System (IES) to implement Agency’s roles in response to nuclear and radiological incidents and emergencies, be them safety or security related , so that the IAEA can fulfil its legal obligations under the Convention on Early Notification of a Nuclear Accident and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency He/she prepares and implements an internal exercise regime, including preparation, conduct and evaluation of drills and exercises; reviews issues identified in response and during emergency response exercises; and updates the training programme and exercise regime accordingly. The Emergency Response Training Officer analyses the human resources needs for the IAEA’s IES, suggests and implements activity to maintain the human resources at the required level.
 

Role

The Emergency Response Training Officer is\: (1) a trainer, developing, updating and presenting lectures, as well as conducting drills and exercises on various areas covered by the training programme and exercise regime of the IAEA’s IES; (2) an analyst of the results of exercise evaluations to identify and implement changes to the training programme, exercise regime and arrangements in the IAEA’s IES; (3) a technical expert on emergency preparedness and response and on adult training techniques; (4) a project manager implementing the training programme and exercise regime of the IAEA’s IES.

 

Functions / Key Results Expected

  • Develop and implement the training programme and exercise regime, consisting of lectures, practical sessions, drills and exercises for response to nuclear or radiological incidents and emergencies be them safety or security related.
  • Develop exercise scenarios for internal exercises, including the master events lists, emergency data and exercise injects; and ensure qualitative preparation, conduct and evaluation of drills and exercises.
  • Develop all necessary training and exercise material (including online training modules) for various response roles and for different processes within the IAEA’s IES, in line with IAEA policies and the relevant international conventions.
  • Establish methods for evaluation of the training delivered and measurable outcomes by\: compiling information and feedback on the training programme, its effectiveness and the experience gained; reviewing, in consultation with other response staff, training materials and proposing corresponding revision or development of new training modules.
  • Lead and evaluate the training of individual staff members with the help of their training records and the use of task performance evaluations.
  • Establish, maintain and implement procedures for the introduction of new staff members as participants in the IAEA’s IES.
  • Provide support and relevant expertise to the IAEA’s IES and participate in associated training and exercises.

Qualifications, Experience and Language skills

  • University degree in nuclear safety, nuclear security, nuclear physics, radiation protection or other related field. An advanced degree in these fields would be an asset.
  • Minimum five years of experience in emergency preparedness and response for nuclear and radiological emergencies irrespective of their cause; of which three years in provision of training.
  • Experience in preparing, conducting and evaluating emergency response exercises for response to nuclear and radiological incidents and emergencies at national or international level.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 32178, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
