BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

  1. Create online dashboards and other data visualization products to analyze and present data produced by the Country Office, in particular food security assessment data, monitoring data, programme operations (beneficiaries; distributions, tonnages, cash transfers etc.), with a focus on creating products that support operational decision making and products used for advocacy purposes.
  2. Train other WFP staff from the Research, Assessment and Monitoring (RAM) unit in data analysis and use of online dashboards and data visualization tools, including R, Stata, Tableau, and SPSS.
  3. Review the RAM unit’s data architecture, to ensure the centralisation and accessibility of data through a variety of products and user-friendly platforms, in line with WFP corporate guidance.
  4. Ensure a regular and timely dissemination of data and information generated by the RAM Unit (and technical partners where required) through appropriate channels (including bulletins, technical reports, donor reports, factsheets and interactive data visualisation products) to inform evidence-based decision-making.
  5. Provide advanced analytical and technical support on matters of food security and nutrition analysis and contribute to the quality control of data collected by WFP and partners.
  6. Support the roll-out of innovative data collection, management and visualisation tools and methods to ensure timely availability and communication of data collected through assessments and monitoring exercises.

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Fully functional dashboard(s) tailored to WFP Niger’s various information needs (e.g; outcome monitoring, operations/ beneficiaries reached etc.)
  2. Structured, systematic data management SOPs and data repository are developed
  3. The capacity of the national staff from the RAM unit is built in the areas of data visualisation and database management.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced degree in Computer Science, Statistics, Data Visualization, Economics, Geography or related field

Experience:

Three years or more of post graduate experience in data visualization and database management, particularly for projects/ organizations with large amounts of data from different sources.  Experience working in the food security/ humanitarian sector is an advantage, but not prerequisite

Knowledge & Skills:

  • Extremely proficient in online dashboard platforms and data visualization tools, including R, Stata, Tableau, and SPSS.
  • General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
  • Strong written and oral communication skills, including substantive analysis and report writing skills.

 

 

Languages:

Written and spoken proficiency in French and English.
