Context

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization. WFP’s mission is to help the world achieve zero hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. Since 1979, WFP has provided support to the Cambodian people to meet their emergency needs and enhance the long-term food and nutrition security of vulnerable households and communities. Across Cambodia, WFP has supported the building and rehabilitation of rural infrastructure and productive assets, implemented programmes to support the nutrition of vulnerable people, assisted disaster-affected households and promoted children’s education and health through its school feeding programme and scholarships to children from poor households. The WFP Country Strategic Plan (2019-2023) aims to complement and contribute to the Government of Cambodia’s efforts to achieve zero hunger through supporting school feeding programmes, strengthening resilient local food systems, enhancing government capacities on crisis management and disaster risk reduction, promoting digital transformation and enhancing food security, nutrition and social protection governance. WFP’s work on crisis management and disaster risk reduction is a critical part of its role in Cambodia. WFP aims to enhance national and subnational capacities for disaster risk reduction activities and emergency preparedness and response through (1) government institutional support, (2) interagency humanitarian coordination and (3) community-level preparedness. WFP works closely with the National Committee for Disaster Management (NCDM), its subnational disaster management committees, relevant line ministries, the Cambodian Red Cross and other stakeholders to strengthen institutional capacities, systems and tools to prepare for and respond to recurrent natural hazards. Task description

Under the direct supervision of the Programme Policy Officer, the UN Youth Volunteer will support WFP’s disaster risk reduction portfolio and support Government and inter-agency disaster preparedness, coordination and response in Cambodia. This includes the following tasks: Programme management and coordination Support the disaster risk reduction team and liaise across functional teams in WFP to ensure a well-coordinated and coherent approach within the scope of WFP disaster risk reduction programmes in consultation with the Government and partners and in line with WFP corporate policies. Undertake field missions to support the design, implementation and monitoring of WFP’s risk reduction programmes. Contribute to knowledge products related to disaster risk reduction, including situation reports, dashboards, and presentations. Support partnerships for collaborative implementation of disaster risk reduction activities, including with Government and partners. Contribute to the development of funding proposals for disaster risk reduction activities in line with the Country Strategic Plan and priorities of the Government and partners. Support WFP’s internal readiness and capacities for emergency preparedness and response, including updating the Emergency Preparedness and Response Package. Ensure gender, disability and accountability to affected populations are considered throughout all areas of work. Support the development, monitoring and reporting on work plans and budgets.
