The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Child Protection Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

Protection Officer -Child Protection Case Management (1 post)

Duty Station:             Sittwe Office, Rakhine State

Report to     :             Protection Team Leader-Child Protection

 Overall purpose of the role:

The main responsibility of this position is to support the implementation of DRC’s Child Protection Case Management service, particularly focusing on: identifying and appropriately addressing child protection needs of the most vulnerable children and their families, providing case management service and support for children in target communities.

Sector responsibilities: Case support based on vulnerability criteria, case management service for all of children from our target locations and the victims of six grave violations, referral and coordination with other service providers, promotion of help seeking behavior regarding child protection risks through better community engagement.

Responsibilities

Case Management

  • Support and provide technical guidance to case management assistants in the identification, recording and response to child protection cases.
  • Ensure that the most urgent issues are brought to the attention of the Child Protection Project Manager and Team Leader.
  • Be responsible for the referral of cases to other agencies in line with case management principles.
  •  Establish and develop relationships with other agencies’ focal points, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s case management activities and to strengthen referral mechanisms.
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of case management activities being implemented by DRC
  • Conduct weekly case management consultations with case management assistants and the Child Protection Project Manager to share updates and discuss the way forward.
  • Conduct weekly case supervision and case conference meetings with case management assistants.
  • Conduct monthly case audits.
  • Support or manage cases as needed like sensitive, immediate safety issues, statutory
  • Regularly monitor and coach case management assistants and review caseloads to ensure equity of effort
  • Ensure confidential handling of individual case files and databases in line with Standard Operating Procedures (SOPs) , enter the case data to CPIMS+
  • Ensure that project activities related to case management are carried out in accordance with relevant DRC standards, guidelines and SOPs, DRC Code of Conduct and in coordination with relevant actors in the field.
  • Coordinate regularly with the Protection Monitoring team for the identification of cases.
  • Support Department of Social Welfare (DSW) to establish referral network and lead external coordination meetings and case conferences
  • Ensure confidentiality during entire process of case management
  • Develop and maintain good relations with the children and caregivers of child protection cases, and Child Protection Groups.
  • Attend DSW meeting and Case Management meeting
  • Coordinate with Child Protection Assistants to verify the incidents and to take assist from CPA

Internal and external trainings

  • Provide trainings on Child Protection and Case Management to newly recruited staff, in addition to refresher trainings for existing team members.
  • Provide trainings on how to identify cases, including child protection concerns, and basic concept of case management to field-based Case Management Focal Persons, Child Protection Groups and Parent groups

Reporting and Information management

  • Maintain the case management database and produce internal reports on cases and referrals where needed.
  • Coordinate weekly with the Information Management Officer and MEAL Officer to ensure accuracy of data related to case management activities.
  • Prepare a monthly Case Management report to contribute to the monthly Child Protection Report.
  • Assist Information Management and MEAL Officer with relevant trackers to ensure consistency in information validity. 
  • Support with MEAL activities related to case management.

Liaising with authorities, UN bodies and other actors

  • Support Child Protection Project Manager and Team Leader in liaising with Government authorities, humanitarian agencies, and beneficiary communities and represent DRC in relevant coordination forums and meetings when required.
  • Participate and represent DRC Child Protection in relevant external meetings when requested by the Child Protection Project Manager or Team Leader.

Finance and HR support

  • Under supervision of the Child Protection Project Manager, draft relevant financial and procurement documents such as PRs, LVOs, Cash Advance Requests, etc. as needed.
  • Support the Team Leader and Child Protection Project Manager in recruiting new caseworkers.
  • Lead the recruitment process for field-based workers together with the Protection Monitoring and Community Empowerment Officers (Protection Focal Points).
  • Support with the monthly payments to field-based workers together with the Protection Monitoring and Community Empowerment Officers.

Other

  • Provide support with translation of programme related documents and interpretation during meetings, trainings and other relevant activities when needed.
  • Conduct Case Management training for Civil Society Organizations from Sittwe, Maung Daw and Mrauk Oo

*Any other duties relating to the nature of the job as requested by the Team Leader or Manager.

Essential skills and experience

  • Bachelor’s degree in social science, Social Work, Public Health, or related disciplines
  • At least 2 years’ experience in child protection, case management, community development or social science related fields
  • Experience working with vulnerable communities as a case management worker/ social worker
  • Excellent knowledge of child protection and child protection case management
  • Excellent problem-solving skills and ability to use own initiative
  • Excellent analytical skills and ability to identify needs, risks, and vulnerabilities
  • Excellent interpersonal skills, facilitation, organizational, communication skills and ability to work with interpretation
  • Excellent, clear and concise writing skills
  • Advanced experience working both independently and as part of a team
  • Advanced coordination experience within and between agencies
  • Prepared to work with both Rakhine Buddhist and Muslim communities.
  • Fluency in Burmese and English. Additional local languages would be an asset.

Desirable:

  • Understanding of operational context in Rakhine State
  • English written and spoken

We Offer:

  • Starting date of employment: ASAP.
  • Contract length: Regular DRC staff contract, including a probation period of 3 months. Renewables depend on both funding and performance.
