The Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build a policy environment conducive to generating economic and social value added.

The Digital Economy Policy (DEP) of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of ICTs, in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived.  DEP collaborates with other parts of the Organisation on horizontal issues such as information and communication technologies (ICT) in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.

STI/DEP are looking for a Policy Analyst to work on cybersecurity/digital security in the team supporting the Working Party on Security in the Digital Economy (WPSDE) of the Committee on Digital Economy Policy (CDEP). The selected candidate will conduct research and analysis for deliverables such as reports, policy briefs and surveys on cybersecurity policy issues.  The topics include, but not limited to, the security of products and services, the security of communications networks, vulnerability management, overall cybersecurity risk management and ransomware.  The selected candidate will also contribute to reviews of OECD legal instruments in this area and will further support the organisation of SDE meetings, expert workshops and advisory groups, as well as events of the OECD Global Forum on Digital Security for Prosperity (GFDSP)

Main Responsibilities

Research, analysis and drafting

  • Undertake research and analysis for projects related to the socioeconomic and cross border aspects of cybersecurity and digital security. This will include the areas of ransomware, product security and incident response policy, policies for vulnerability management as well as emerging cybersecurity policy issues.
  • This will involve developing methodologies, undertaking analytical work, drafting reports, policy briefs, and talking points, as well as developing policy recommendations.
  • Identify experts, carry out interviews and organise experts meetings to gather relevant material and views.
  • Keep abreast of developments in the area of digital security, including policy, economic and technology aspects.

Meetings, representation and liaison

  • Contribute to the organisation of, and participate in, meetings of the Working Party as well as meetings with experts from the private sector, civil society, the Internet technical community and academia in connection with the Organisation’s work programme in the area of digital security.
  • Organise the annual GFDSP.
  • Establish and maintain professional contacts with other units in the division and its directorate, with other OECD Directorates and international organisations, with Delegations, outside experts and organisations in the field of digital security.
  • Contribute to the external visibility of the SDE, for example by participating and presenting work at workshops, conferences, etc.

Ideal Candidate Profile

Academic background

  • An advanced university degree in public policy, economics, law, computer science or a related subject with a background in technology policy and/or a sound understanding of policy issues related to information and communications technologies.

Professional Background

  • Three-five years’ experience in international comparative policy analysis, preferably acquired in a national or international administration, such as a Ministry or government agency dealing with cybersecurity policy, civil society organisation or private sector entities.
  • Proven ability to distill complex technical concepts for a public policy audience, as well as to organise complex and cross cutting projects.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of another language would be an asset.

Contract Duration

  • Thirteen-month fixed term appointment, with the possibility of renewal.

This position is twin graded A2/A3. Appointment will be based on the candidate’s  level of experience and demonstrated ability to perform the functions at the expected level.
