The International Service for Remunerations and Pensions (www.sirp-isrp.org)  is a Service committed to provide studies on remuneration and pension policies of International Civil Servants and to operate the administration of pensions for the Co-ordinated Organisations (OECD, NATO, the European Space Agency, the Council of Europe, the European Centre for Medium-Range Weather Forecasts and the European Organisation for the Exploitation of Meteorological Satellites) and other International Organisations. The ISRP also administers pension reserve funds for several International Organisations.

The ISRP is administratively attached to the OECD.

The ISRP is looking for a team leader who, under the supervision of the Head of the Payroll Administration Unit (PAU) or/and the Head of Service, will manage a newly-created pension hub with dedicated staff to carry out pre- and post-retirement pension services for European Space Agency (ESA) staff.

Main Responsibilities                                                                    

Supervise the pension payroll service provided to ESA    

  • Oversee the work of the Payroll Officers supporting ESA, ensuring they are trained on calculation of all pension scheme benefits and corresponding data entry into ISRP payroll software.
  • Supervise monthly creation, modification and cessation of ESA pension benefits, in the context of ISRP’s general pension payroll service provided by PAU.
  • Verify data entered in ISRP payroll software, its conformity with supporting documentation from ESA and with its administrative rules.
  • Verify monthly pension payroll report and transmit to ESA with financial listings and instructions on distribution of contributions to insurance and associations.

Supervise new pre-retirement and related services provided to ESA

  • Monitor upcoming staff departures and consequences with respect to payment of benefits (leaving allowance or pension).
  • Calculate leaving allowances for staff not vested in the pension scheme and notify the organisation and staff member.
  • Verify pension estimates and ensure notification to staff three months prior to pension liquidation.
  • Evaluate beneficiaries’ requests for medical insurance coverage.

Represent ISRP and communicate with the ESA’s staff and pensioners about pension rights

  • Regularly meet ESA staff to answer specific questions, remotely or in person (including new arrivals and upcoming departures), correspond with individual pensioners in non-routine cases.
  • Present ISRP role and pension scheme benefits in quarterly pre-retirement seminars for retiring staff.
  • Present general pension scheme benefits in annual seminars for all staff.
  • Collaborate with ESA in selecting topics and drafting the organisation’s annual newsletter to pensioners.
  • Send to pensioners Administrative and/or Information notes (content provided by ESA).

Other tasks

  • Compile and transmit annually to ISRP actuaries, on behalf of ESA, annual data on deferred pension rights, inward/outward transfer of rights, leaving allowances; 
  • Transmit annually to ESA amounts of tax adjustment to be invoiced to member countries;
  • Provide statistics to ESA within seven days of ad hoc request;
  • Provide to staff information and certificates of estimated benefits in cases of bank loans, divorce, aggregation of periods of service in a national pension scheme, ascertaining insurance coverage;  

Ideal Candidate Profile

Academic Background

  • Post – secondary level education in Management, Economics, Finance or related disciplines
  • Knowledge of payroll systems and operations.  Knowledge of HR Access payroll software would be an advantage. 

Professional Background

  • Five years' experience as an accountant, compensation & benefits or payroll officer, preferably in an international environment.
  • Two years’ experience in training or team management functions. 

Tools

  • Very good knowledge of the advanced functions of Word and Excel; very good knowledge of payroll software.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests are foreseen mid-November and panel interviews are planned forthe beginning of December.
