Context:
The livelihood of a large proportion of India’s population—as the largest private enterprise with ~138 million farm families with an 18% contribution to national GDP—is at risk. Any shock on agricultural production already has social and financial repercussions for both the population and the country as a whole; it impacts rural income levels, Gross Domestic Product (GDP), and, in the worst years, poverty rates.
The Government of Odisha (GoO) is focused on doubling farmers income and farmers’ well-being by addressing the constraints, optimal usage of available natural resources and using technology to ensure a growth that is environmentally, economically, and technologically inclusive, scalable, and sustainable. The GoO, to enhance and diversify agricultural production, enhance climate resilience, and improve water productivity in partnership with the Government of India is implementing the World Bank assisted project “Odisha Integrated Irrigation Project for Climate Resilient Agriculture (OIIPCRA)”.
The project OIIPCRA is multi sectoral in nature and will be jointly implemented by three line-departments, i.e., (1) Department of Water Resources, Government of Odisha, (2) Department of Agriculture and Farmers Empowerment, Government of Odisha, and (3) Department of Fishery and Animal Resource Development, Government of Odisha, with clearly defined role and responsibilities.
Objective:
The objective of the current project is to provide technical support the government in its effort to improve economic resilience of farm households to climate risks and natural disasters through intensification and diversification of agricultural production, enhanced climate resilience, and improved water productivity in selected districts of Odisha. It is expected that the Technical Support Unit will support the implementation of the OIIPCRA by developing implementation modalities.
Duties and Responsibilities
The services of a project manager are required to work under the overall leadership and guidance of Director Agriculture for marketing and planning, implementation, management, and support to agriculture project. He / she will be accountable for organizing consultation/discussion with PD-ATMAand DLPMT, developing training module/manuals and periodic monitoring and supervision of the project activities. He/she will provide support district level planning and facilitating training/ orientation for the key stakeholders.
Under the supervision of the Director Agriculture, the incumbent will:

- Plan, design, implement and supervise agriculture related aspects.
- Organise consultation / discussion with PD-ATMA and DLPMT on agricultural activities.
- Support district level planning for crop diversification &rabi crop planning.
- Facilitate training/ orientation of stakeholders on agricultural aspects.
- Support in development of required training modules/ manuals.
- Work closely with DOA & FE for successful execution of planned activities & effective monitoring.
- Facilitate timely project tracking, analysis of output and reporting.
Ensuring the project implementation, focusing on achievement of the following results:
- Manage and oversee the preparation of project documents, project plans and risk assessment.
- Lead the development of training modules/manuals.
- Successful and timely implementation of project activities.
Managing the project resources, focusing on achievement of the following result:
- Manage project resources in accordance with DOA standard procedures:
- Consult with PD-ATMA and DLPMT on agricultural activities for successful implementation of the project.
- Assist in planning and management of the project under the direct supervision of DOA.
- Promote district level crop diversification planning and Rabi crop planning.
- Promote initiative under the project work plan with increased efficiency and integrated sustainability.
- Communicating with the key stakeholder for training/orientation on agricultural aspects. 4. Any other work assigned by the supervisor.
Institutional Arrangement: The individual shall report Director OCTDMS Govt. of Odisha. Director OCTDMS will closely monitor the progress of the individual.

Required Skills and Experience
Education:
- MBA in Finance/ Marketing/ Chartered Accountant.
Experience:
- A minimum of 5 years of post-qualification experience with working experience in designing and implanting similar projects. Planning organisational ability and knowledge in preparing training modules/manuals is essential
- Additional experience is desirable
- Working experience with the Government of Odisha.
- Sound knowledge of UNDP rules and regulations, policies, procedures, and practices.
Language Requirement:
- Fluency in Odia and English is essential.
Travel: As and when required, the individual may be expected to undertake travel within the state of Odisha.
