Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2018, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri Business (AGR). Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal pointsin other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs. The Department’s interventions actively identify and combine complementary services from across three Divisions, namely: - Innovation and Digitalization Division (DTA/DTI/IDD) - Investment and Technology Promotion Division (DTA/DTI/ITP) - Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) This position is located in UNIDO’s Directorate of Digitalization, Technology and Agri-Business (DTA), Department of Digitalization, Technology and Innovation (DTA/DTI), and therein the Quality Infrastructure and Smart Production Division (DTI/QIS). The Quality Infrastructure and Smart Production Division (DTI/QIS) coordinates and mainstreams Quality Infrastructure, Cluster Development along with digitalization and new technologies into smart production and value chain development interventions. DTI/QIS also coordinates UNIDO’s initiative and interventions in the area of health and pharma-related industrial development.

PROJECT CONTEXT The ultimate objective of UNIDO’s Health Industry Initiative is to support regions and countries in the efforts to increase access to essential medicines, vaccines and PPEs. UNIDO supports global, regional and national health and pharma-related interventions along five main Strategic Lines of Actions: 1) Agenda Setting and Policy Advice, 2) Convening Function and Multi-stakeholder Partnerships, 3) Normative Function, 4) Knowledge Creation, Institutional Strengthening and Skills Development, and 5) Technical Cooperation. SAP ID 210098: Development and Inception of a Strategy for UNIDO’s Health Industry Initiative Insufficient availability and access to essential health products like medicines, vaccines, PPEs, etc., is further aggravated through the pandemic crisis. This is to a considerable extent due to insufficient local production. UNIDO has therefore decided to launch a Health Industry Initiative aimed at establishing health industry development as integral part of the global health agenda. At the same time, this will allow harnessing the socio-economic benefits of inclusive and sustainable industrialization in a sector that has a key role to play in the recovery of Member States and in improving the wellbeing and livelihood of their populations. In order to put in place UNIDO’s Health Industry Initiative (HII), the following outputs will be produced: 1. A UNIDO-wide coordination mechanism bringing together the various areas of in-house expertise; 2. A Strategy for health industry development defined through a multi-stakeholder consultative process; 3. Selected priority interventions to kick-start the Health Industry Initiative. SAP ID 200144: Enhancing the provision of personal protective equipment in Africa: Strengthening the resilience of the industrial and healthcare sectors to COVID-19 and future pandemics The project objectives are the improved supply of quality-assured, locally manufactured personal protective equipment (PPE), hand sanitizer, and disinfectants to reduce the risk of, in the near term, COVID-19 transmission in Africa, and improve the response capacity of national healthcare systems on the continent (medical equipment, specifically ventilators and related equipment, may also be included dependent on inception phase outcomes). The project will apply a series of modular service packages in order to achieve its objectives. This will be preceded by an initial assessment and analytical phase in each country. The service packages include development and dissemination of guidelines covering PPE requirements for both the public and private sectors, as well as providing training and strategic support services to companies moving into and/or increasing PPE, sanitizer and disinfectant production. Alongside this, the provision of quality and standards training and support to industry and relevant certifying and regulatory bodies will assure the manufacture of effective, quality assured products meeting certification requirements. The incumbent will work for the UNIDO’s Health Industry Initiative and for specific regional and country projects under the direct supervision of Chief in DTI/QIS, and in close coordination with the Project Manager(s), in charge of individual regional or country projects. The incumbent is posted in Vienna, and will undertake missions as required. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required. Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization. Main Functions

Under the overall guidance of the Programme Manager of the Health Industry Initiative, and in close coordination with other Project Managers, the Industrial Development Expert will undertake the following functions: 1. Within the framework of Health Industry Initiative and the assigned programme/projects, develop and formulate technical cooperation concepts in the area of health and pharma-related industrial development in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval. 2. Assume responsibility for the provision of Health Industry Initiative and assigned programme/projects execution ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress, including missions to the project site, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluations of the Health Industry Initiative and the assigned programme/projects. 3. Funds mobilization: Cooperate with other units in-house in mobilizing the funds necessary for the execution of assigned programme/projects. 4. Support advocacy and communication activities aimed at strengthening public relations, including the preparation of promotional material for the Health Industry Initiative and the assigned programme/projects in order to create awareness, visibility, and publicize project results; prepare/compile background materials or data from different sources (Internet, Intranet or other publications) as required for missions, meetings and preparation of reports of the Health Industry Initiative and the assigned programme/projects. 5. Support the UNIDO Programme Manager and the regional, country projects’ Project Manager(s) in day-to-day operational work and in the administration and financial monitoring (incl. the development and monitoring of appropriate indicators) of the Health Industry Initiative and the assigned programme/projects and activities in line with quality management principles.

Minimum Requirements

Education

Advanced university degree in Pharmaceutical Sciences, Public Health, Economics, or another field of expertise relevant to UNIDO’s Health Industry Initiative, preferably with specialization in international development issues, is required.

Languages

Fluency in written and spoken English and French required. Working knowledge of or fluency in another official language(s) of the United Nations desirable.

Computer Skills

Field of Expertise

A minimum of five (5) years of professional and technical experience at national and international level, including in the area of health, pharmaceutical production, access to medicines, public health and/or related issues, is required. Experience evaluating the needs, conditions and challenges in health/pharma-related industrial development in developing countries is desirable. Experience with SAP applications for project management is desirable. Experience in socio-economic analysis, indicator development and impact monitoring is desirable. UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
