Background

Ministry of Tribal Affairs, Government of India have established Tribal Research Institutes (TRIs) to provide knowledge support to the institutions of tribal development and act as think tanks for tribal development, preservation of tribal cultural & heritage and promotion of tribal welfare. Further, TRIs are mandated to provide technical assistance to States for evidence-based planning; capacity building of the tribal people/ institutions associated with tribal affairs; awareness generation on welfare measures and various development programmes; research and documentation etc. Presently, 26 TRIs have been established in various states across the country. Ministry of Tribal Affairs is taking numerous steps to strengthen the TRIs to deliver quality research and training outputs so that they can serve as a foundation to take tribal development programmes forward. Further, National level Tribal Research Institute (NTRI) has been established at IIPA Campus, New Delhi to provide overall direction on the research and to provide handholding support to ensure State Tribal Research Institutes achieve their set objectives. UNDP is providing technical assistance to the Ministry of Tribal Affairs, Government of India, National Tribal Research Institute, New Delhi and State Tribal Research Institutes for the integrated and equitable development of the tribal populations. The focus is to function as hubs of capacity building and knowledge on tribal development in their respective states.
 
Duties and Responsibilities:
 
The Communication and Documentation Officer will work under the overall supervision and direction of Chief, Health and Development and in close consultation with National Programme Officer, UNDP.
 
The Communication and Documentation Officer will perform the following tasks:
  • Prepare communication framework, strategies and tools to ensure effective communication, visibility and knowledge management;
  • Prepare communications materials and knowledge products such as infographics, flyers, leaflets, social media posts etc.;
  • Undertake collation, compilation and documentation of the good case studies/practices emerging from various tribal development interventions by Ministry of Tribal Affairs, State Tribal Research Institutes and Centre for Excellences for wider dissemination;
  • Contribute in creation of virtual gallery of tribal folk dances, songs, painting, art & craft, cuisine, medicinal practices, traditional skill on digital platform in close consultation with National and State Tribal Research Institutes;
  • Coordinate with the technical agencies for development of videos/films of tribal folk dances, songs and other cultural practices;
  • Support in forging partnerships with FM Radio/Radio Mirchi, Doordarshan, etc. for live presentation of the tribal folk dances and cultural programmes;
  • Support programme staff in organizing and managing seminars, workshops, cultural conferences, competitions etc. and prepare background notes, press releases, programme related progress reports and documents;
  • Perform any other tasks assigned by the Supervisor as per need of the programme.

Required Skills and Experience:
 
Education:
  • Minimum Bachelor’s Degree in Mass Communications/ Journalism/ Development Communication/ Media Studies or other relevant fields;
  • Master’s degree in Mass Communications/Journalism/ Development Communication/ Media Studies or other relevant fields of desirable.
Experience:
  • A Minimum of 4 years of proven work experience in development sector in field of communications or journalism;
  • Working experience in the audio visuals will be an asset;
  • Demonstrated experience in designing and implementing communication and/or media outreach plans in support of overall corporate/ programme/project goals;
  • Additional years of relevant experience is desirable.
  • Experience in composition, lay out, design for documents, printing, website content composition and documentary production, etc.
  • Experience at the national level in providing communication packages to promote activities of an organisation, preferably national or international development agencies;
  • Experience of working in government/international agency funded projects is desirable.

Required Language(s):

  • Excellent knowledge of written and spoken English and Hindi is essential.
