Context
In Kenya, Making Every Woman and Girl Count (MEWGC) is an initiative meant to strengthen the capacity of the Government and Non-State Actors to produce and use gender statistics in order to inform and monitor the implementation of Kenya’s gender-related commitments in the 2030 Agenda. The program has three objectives: 1. Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; 2. Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implemen-tation of national policies and meet reporting commitments under the SDGs; and 3. Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyze and use them to inform advocacy, research, policies and programmes and to monitor pro-gress on the SDGs. UN Women Kenya is seeking a program finance assistant to support implementation of the Making Every Woman and Girl Count (MEWGC) programme, as well as other interventions under the Democratic Governance Programme. Reporting to the Programme Specialist-Gender Statistics, under the strategic guidance of the Operations Manager in the CO, the Programme Finance Assistant works with and provides support to the members of the MEWGC team in the development and implementation of effective programmes consistent with UN Women rules and regulations. S/he contributes to research, financial management and programme implementation, including providing necessary operational, administrative and programmatic support.
Task description
Under the direct supervision of the Programme Specialist - Gender Statistics, under the strategic guidance of the Operations Manager in the CO, the UN Volunteer will undertake the following tasks: 1. Provide financial support to the management of the Programme in full compliance of UN Women rules, regulations, policies, and recording and reporting systems • Perform duties in full compliance with UN Women financial regulations and rules, policies, and standard operating procedures, including internal controls; • Review and verify financial transactions, activities, and documentation; taking cor-rective action as needed; • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms; • Prepare information for the audit of programme and support implementation of au-dit recommendations; • Perform other finance related tasks. 2. Prepare and administer the Programme budgets in full compliance of UN Women rules, regulations, policies, and recording and reporting systems • Support in formulating the budget, control allotments, monitor expenditures, and prepare revisions according to the needs of the programme; • Track the appropriate and timely use of financial resources, implement and maintain control mechanism for programme through monitoring budgets preparation and modifications and budgetary status; • Collect, verify and present information and data for use in the planning of financial resources and the formulation of the programme work plans, budgets, proposals on implementation arrangements and execution modalities; 3. Provide financial support to Programme and Operations Team • Monitor regularly transactions posted to projects ensuring actual expenditure has been recorded against correct budget category and activity, take timely corrective actions as required; • Monitor proper follow up with project managers on advances to implementing part-ners, review their financial reports together with project managers; • Keep KNBS and UN Women informed for timely actions/decisions and review status reports for quality control; • Prepare regular financial reports on implementation status with detailed breakdown of delivery and utilization rates by projects by funds. 4. Facilitate knowledge building and knowledge sharing • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance; • Collect and compile lessons learned and best practices in financial management and service; • Contribute to financial business operational practices and management innovations.
