Job Overview/Summary: The IRC is one of the leading providers of high-quality programming for refugees and survivors of trafficking in the United States. The IRC is committed to developing innovative programs that respond to our clients’ unique challenges and needs, using our learning and experience to shape policy and practice, and highlighting and promoting best practices in service provision. The Research, Analysis and Learning (RAL) supports IRC programs in the U.S. and Europe in becoming more evidence-based and data-driven. The IRC is deeply involved in supporting recent Afghan arrivals; this position will support efforts serving this population.

The IRC seeks a Program Officer, Instructional Design & Knowledge Management. This position will be responsible for leading staff orientation, training, and learning efforts, designing internal learning evaluations, and developing and managing a knowledge management system.

Major Responsibilities:

Oversee internal learning and orientation initiatives, specifically related to the surge in staffing created by the Afghan response. This includes but is not limited to:

·Developing, adapting, and conducting monthly orientations for new staff

·Coordinating with programs teams to develop ongoing and refresher trainings for staff

·Identify training and learning needs on a continuing basis, and develop materials to address those needs

·Stay up to date on current and emerging training and instructional design trends; identify relevant professional development opportunities

Lead the development and implementation of internal learning evaluations. This includes but is not limited to:

·Analyze and report on staff surveys for our Afghan response

·Conduct after action review and evaluation of the IRC’s Afghan response

·Carry out evaluation of the Outcomes and Evidence Framework

Lead the development and implementation of a knowledge management system to capture promising practices. This includes but is not limited to:

·Document learnings and practices emerging in Communities of Practice and other working groups, and make them available to a wider audience via an indexed and accessible system

·Ensure that practitioner knowledge and experience informs our evidence-based practices

Key Working Relationships:

This position is based in RAI’s Research, Analysis and Learning Unit and reports to the Director, Training & Instructional Design. The Program Officer for Learning/Knowledge Management will work closely with other members of the Research, Analysis and Learning Team; the Program, Quality and Innovation Team; and the Resettlement team, among others.

Job Requirements:

Education:Bachelor’s degree in a relevant discipline required (preferably in Education); advanced university degree advantageous.

Work Experience: At least 5 years developing and implementing training/education programs, coordinating and conducting qualitative and quantitative evaluations. Experience conducting training and orientation. Familiarity with refugee or displaced populations preferred.

Skills and Competencies:

·Experience developing both quantitative and qualitative data collection tools

·Ability to effectively communicate results, including with data visualization

·Project management skills

·Staff management skills

·Experience developing innovative virtual multimedia trainings

·Advanced knowledge of Microsoft Office Word, PowerPoint and Excel

·Familiarity with multimedia tools a plus

·Strong attention to detail (excellent proofreading and editing skills)

·Ability to work flexibly both independently and as part of a team

·Excellent communication skills, both verbal and written, with fluency in English

·Ability to handle multiple priorities and deadlines

·Strong critical thinking capabilities with an ability to rapidly assess situational needs, develop problem solving strategies, and implement sustainable solutions
