The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTP) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the strategic orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTP collaborates with other parts of the OECD on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets. The CTP also provides analytical support to the OECD’s Committee on Fiscal Affairs and supports the work of the 140 members of the OECD/G20 Inclusive Framework on BEPS. Through its work, the CTP enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area. 

 

The Country Tax Policy Unit is part of the CTP’s Tax Policy and Statistics Division (TPS), which is an inter-disciplinary team of economists, statisticians and policy analysts who are focused on providing internationally comparable tax statistics and delivering high-quality economic analysis and tax policy advice. The Country Tax Policy Unit focuses on country-specific tax policy analysis and brings together the different streams of tax policy work in a comprehensive manner. In its work, the Unit focuses also on tax policy for developing countries.

 

Role

 

The Country Tax Policy Unit is looking for a Young Associate who will work under the supervision of the Head of Unit on a project to finance social protection in developing countries through tax reform. The COVID-19 crisis has emphasized the need for developing countries to develop their system of social protection for the population at large; rolling out social protection will require raising more tax revenues and strengthening the design of the tax system in ways that is inclusive and sustainable over time. The Young Associate would contribute to this project as part of a team of experienced tax economists.

 

Main Responsibilities

 

  • Contribute to the work to enhance developing economies’ domestic resource mobilisation, in general, and with a focus on financing universal social protection, in particular.

  • Identify and contribute to the design of best practices in tax policy and social security design in the presence of a large informal economy.

  • Carry out research on the literature on financial social protection and taxation.

  • Participate in country tax projects that provide country-specific tax and social security advice and recommendations to developing and emerging economies.

  • Contribute to Country Tax Policy Reviews of OECD and non-OECD countries.

  • Contribute to the annual report on Tax Policy Reforms in OECD and Partner Economies.

  • Collect data and update policy relevant tax indicators, including effective tax rates. Carry out empirical investigations as input to Country Tax Policy Reviews.

 

Ideal Candidate Profile

 

Academic Background

  • Undergraduate degree in one of the following disciplines\: economics, taxation, development economics, public finance or similar professional qualifications (graduation date between 1 January 2021 and 1 September 2022). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.

  • Course work in public finance or tax policy would be an asset.

 

Skills

  • Strong economic analysis skills; good knowledge of public finance and development issues would be an asset.

  • Strong statistical and quantitative skills; good knowledge of statistical software such as R, STATA or Python would be an asset.

  • Excellent written and oral communication skills in English, as well as a strong ability to synthesise complex material.

  • Some experience undertaking or supporting policy-relevant research would be an advantage.

  • Ability to work in a multicultural team.

 

Languages

  • This position requires fluency in one of the two OECD official languages (English and French) and a knowledge of the other, with a commitment to reach a good working level.
