The Directorate for Employment, Labour and Social Affairs (ELS) leads the OECD’s work on employment, social policies, international migration and health, helping governments promote better policies that create quality jobs and improve health outcomes for patients and populations, among others. 

 

The Health Division (HD) helps countries achieve high-performing and resilient health systems by measuring health outcomes and the use of health system resources as well as by analysing policies that improve access, efficiency and quality of health care.

 

Role

 

The Health Division is looking for a Young Associate to contribute to OECD work on improving the resilience of health systems. The COVID-19 crisis led to shortages of key medical products, such as personal protective equipment, oxygen, even some pharmaceuticals.  This was due both to surges in demand and disruptions in supply. Work will involve mapping relevant supply chains of medical products to identify risks and potential bottlenecks and developing policy options to make them more sustainable and resilient, including options such as new payment models, stockpiling, investing in diversified supply chains, and better monitoring of supply chains.

 

The successful candidate will have a background in economic concepts. They will work within a team in of economists, health and trade experts, under the supervision of a Senior Health Economist, to develop analytical content and contribute to the dissemination of the output of the analyses. The work will also involve working with the New Approaches to Economic Challenges team at the OECD, which asks whether conventional economic thinking is the best way to meet complex policy issues. The work will include  researching, collecting, processing and analysing publicly available data; systematically reviewing the literature in the field; and engaging in discussions with stakeholders in the public and private sector. They will also have the opportunity to work with various teams across the Directorate and OECD on this subject matter, and be exposed to the dynamic working culture of the organisation.  In particular, they will also contribute to wider discussions on how to make health systems stronger and better able to cope with future pandemics and other shocks, including consideration of the resources countries devote to health; strengthening the health and social care workforce; and paying for vaccines and other global public goods.

 

Main Responsibilities

 

  • Background research on supply chains of essential medicines and medical products.

  • Contribute to the collection, processing and analysing of data on access to health products and services.

  • Contribute to drafting sections of case studies and reports on health system resilience and supply chains.

  • Assist with preparing meetings with stakeholders in the public and private sector, contributing to progress updates and preparing presentations.

 

Ideal Candidate Profile

 

Academic Background

  • Undergraduate degree in Economics, Social Policy, Public Policy, Engineering, Management, International Relations or related discipline (graduation date between 1 January 2021 and 1 September 2022). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.

  • Course work in two of the following areas is preferred\: Economics, Statistics, Research Methodology, Public Health, Health Economics and Policy.

 

Skills

  • Statistical and quantitative skills; knowledge of statistical software, such as STATA, R, SAS, or SPSS would be an asset.

  • Excellent written and oral communication skills, as well as very good analytical abilities.

 

Languages

  • This position requires fluency in one of the two OECD official languages (English and French) and a knowledge of the other, with a commitment to reach a good working level.
