Background
Ministry of Women’s Affairs (MoWA) is a national mechanism that plays a crucial role to promote gender equality and women’s empowerment in Cambodia. To perform this role, MoWA developed Neary Rattanak Strategies, from NR1 to NR5. It is the Five-year Strategic instrument to foster gender mainstreaming in key government reform programs, with MoWA acting as a catalyst and advocate to encourage public institutions, civil society and the private sector to integrate gender equality into their policies and programs, while coordinating and facilitating gender mainstreaming across government. In every development of Neary Rattanak, it must incorporate with the key gender themes from the Government policies such as ’Rectangular Strategy, the ‘National Strategic Development Plan, Cambodia Development Sustainable Development Goals, and the ‘Convention on the Elimination of All forms of Discrimination against Women (CEDAW) Concluding Observations on the fourth and fifth periodic report on Cambodia’ as well as Beijing Platform of Action. From the assessment of NR4 implementation, MoWA recommended to lead the development of the First National Gender Policy for gender equality more effectively in a Program Based Approach modality.
The national gender policy aims to provide overall strategic guidance, outlining the basic principles of gender mainstreaming, with clear assignment of responsibilities across government and clear instructions for what is expected from each government agency in terms of 5 years strategies/GMAPs as well as AWPBs and results-based monitoring framework. To ensure the implementation and impact of National policy to be effectively, efficiency and sustainability, there is a proactive needed of development a national guideline on gender mainstreaming to provide a clear guidance and milestone to the respective stakeholders for responsive gender in the sector.
The Ministry of Women’s Affairs and UNDP have been working together for over a decade to promote gender equality. Currently, the partnership between the Ministry and UNDP aims to promote the implementation of Gender Equality policy frameworks and monitoring and evaluation systems. The initiative also focuses on a number of concrete activities, including the development and finalization of the National guideline on Gender Mainstreaming for effective implementation of National Policy on Gender Equality.
Duties and Responsibilities
The consultant will work with MoWA and UNDP team to undertake and deliver the following activities and outputs:
- Conduct desk review on the existing policies, programs, and other relevant documents on Gender Mainstreaming and its mechanisms (National and Sub national).
- Review the draft Guideline on Gender Mainstreaming (developed by MoWA)
- Conduct meetings and interview with the following key relevant stakeholders to get inputs and comments:
- MoWA team and CNCW secretariat.
- TWG-G and/or sub-working group
- Gender Mainstreaming Action Group (GMAG)
- PDoWAs and focal persons of provincial departments
- review function of TWG-G and its sub-group) along with recommendation report on TWGG and its sup groups’ functions.
- Conduct meetings with 5 to 10 selected GMAG representatives to collect input and feedbacks to identify the opportunities and entry points to ensure the effectiveness of gender mainstreaming into line ministries sectoral policies and programmes.
- Conduct and facilitate the consultation workshops within MoWA, Line Ministries and other relevant stakeholders to collect, validate and consolidate inputs and feedbacks on the draft National Guideline on Gender Mainstreaming.
- Work closely with MoWA project team to keep updating and seek advise on the input/feedback collected
- Finalize the National Guideline on Gender Mainstreaming to be aligned with the National Policy on Gender Equality.

Required Skills and Experience
Education:
Advanced University Degree (Master or PhD) in women’s studies, gender studies, international development, public administration, political science, sociology, anthropology, human rights.
Experience:
- At least 4 years of relevant experience in the field of gender equality and/or gender mainstreaming .
- Strong experience in the development, review and evaluation of national policy, guideline related to gender equality.
- Strong experience in facilitating in workshops and other events to engage, mobilize and capture the inputs and develop recommendations for next steps.
- Strong practical experience in providing technical advice and coaching to the government and public institutions for gender equality/mainstreaming.
- Strong knowledge and experiences in national and international strategics, frameworks and policies in relation to gender equality and/or gender mainstreaming.
Language Requirement: Fluent in written and spoken Khmer and English
