Terms of Reference
The Ministry of Health and Population is scaling up people-centered NCD services through expansion of Package of Essential Noncommunicable (PEN) Diseases for early detection and management of NCDs, and mental health services nationwide in an incremental manner. These services need to be built with a strong focus on primary health care to ensure provision of people-centered, comprehensive, integrated and equitable care. The World Health Organization is provided support through signature programmes and routine support of WHO to strengthen integration of people centered NCD and MH services. The specific objective of this SSA contract is to provide technical and coordination support to the MoHP to implement WHO supported NCD activities; ensure timely and high quality of implementation of the projects related to NCDs at the provincial and local levels; contribute towards improving continuity of care for essential services during the COVID-19 pandemic and to restore the health services and build back better.
Summary of Assigned Duties:
Under the overall guidance of the WHO Representative and the direct supervision of the Team Leader (NCD), the incumbent will perform the following specific tasks for the duration till December 2021:
- Coordinate implementation of the NORAD project for NCDs and contribute as project focal point at the Department of Health Services.
- Monitor and supervision of implementation at the district level and report progress of implementation to the WHO and MOHP focal point.
- Coaching and mentoring to the field medical officers
- Conduct meetings of Steering Committee and Technical Working Group of NORAD and meetings with concerned authorities at the provincial and local level project
- Conduct coordination meetings of implementing stakeholders at central, provincial and local level and ensure project activities are on track
- Consolidate reports from the implementation sites and submit both physical and financial progress to WHO and donors
- Build synergies with the WHO supported activities and other partners related to health systems and service improvement
- Implement additional activities as required by the WHO Representative
Qualification:
Education:
Essential: University Degree in Medicine (MBBS)
Desirable: Advanced University Degree (MD)
Experience:
Essential: At least four years of experience in health service delivery
Functional Knowledge and Skills
- Strong program management, organization and coordination skills.
- Excellent interpersonal skills, tact, discretion and diplomacy.
- Ability to effectively work with government, development partners and collaborating agencies.
Other Skills (eg IT):
- Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment.
- Knowledge of online communication best practices.

REMUNERATION:
Monthly Salary: (Net of tax) NPR 196,102.00 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA)
