Mission and objectives
As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. Our work is concentrated in three focus areas; sustainable development, democratic governance and peace building, and climate and disaster resilience. UNDP’s mandate is to end poverty, build democratic governance, rule of law, and inclusive institutions. We advocate for change, and connect countries to knowledge, experience and resources to help people build a better life. The UNDP Sub-Regional Hub for West and Central Africa (WACA) otherwise known as the Dakar Hub is part of the larger Regional Service Centre for Africa (RSCA) and is situated in Dakar, Senegal. It aims at strengthening resilience and sustainable development in the Sahel and WACA region by accelerating effective implementation of regional initiatives and supporting the 24 UNDP Country Offices in the region. To this effect, the Dakar Hub is well positioned to facilitate partnerships with UN regional representations in the sub-region, Regional Economic Commissions (RECs), regional and sub-regional institutions, research centers and institutes, donor representations, and other international organizations. The Dakar Hub’s offer for the region in spread out into five key areas 1. Governance; 2) Youth; 3) Renewable Energy; 4) Climate Action & 5) Livelihoods, economic recovery, and human mobility in fragile, crisis and post crisis context.
Context
The environment sector in Senegal faced multiple challenges linked to climatic deteriorations and human action. Indeed, more ecosystems are threatened by higher temperatures, the excessive use of forest resources; overexploitation of fisheries, pollution of receiving environments (air, soil) with impacts on the health of populations, the agricultural production system and water resources and leads to worsening of poverty, rural exodus and consequently to irregular migration. This situation makes the environmental sector a national concern. It places it at the heart of decision-making in the strategic planning of development policies at all decision-making levels mobilizing all stakeholders: central power, local decision-makers. In addition, private actors, non-governmental organizations, community associations and local populations are a concern. Within the framework of Delivery As One (DAO), inter-agency coordination has been greatly strengthened with the formulation of the UNDAF and the joint planning of programs. However, considering the UNDP project portfolio and the reporting requirements within UNDP and the UNS, UNDP wishes to strengthen its monitoring-evaluation mechanism.
Task description
Under the direct supervision of the team leader of Environment and Climate Change Unit, United Nations Development Programme, Senegal Country Office, the UN Volunteer will undertake the following tasks: 1. Participate in and contribute substantively to the strategic direction of UNDP interventions: - Based on in-depth analysis and research of the national and international situation, he/she will provide substantive inputs in the area of environment and climate change for the formulation of strategic notes and other relevant documents, - Provides advice on the effective use and management of the various funding mechanisms dedicated to the fight against climate change and supports the mobilization of resources from technical and financial partners, especially for programs under formulation, - Participates in national debates on climate change organized within the framework of UNDP's global policy on climate change, - Provides advice to the country office on all climate policy issues related to the provision of strategic advice and guidance, - Tailors global and regional position papers, technical and policy briefs and advice notes to national circumstances, particularly issues for Africa and Senegal, - Provides regular information on the status of international climate change negotiations and upcoming events. - Contributes to the work of sectoral and thematic groups within the portfolio at the level of the UNS, the national counterpart and external partners. 2. Support the management and implementation of projects/programs in the field of environment and climate change: - Supports the implementation of projects and programs in the field of climate change through technical and financial monitoring, - Supports the formulation of new projects and programs, - Applies and enforces effectively and efficiently the tools of results-based management, setting management targets and monitoring the achievement of results - Contributes to the planning, budget preparation, implementation and monitoring of projects and the use of financial resources following UNDP rules and procedures. - Supports team members in the development of procurement and recruitment plans - Ensures the adequacy between budget execution and the achievement of results assigned by the project - Ensures the establishment and implementation of a monitoring and evaluation system for projects to achieve results - Ensures the timely and quality preparation of quarterly and annual progress reports on the achievement of assigned results, identifies risks and problems that may hinder these results and proposes solutions and mitigation actions. - Contributes to the timely and quality preparation of reports to donors - Follows up on audit recommendations, ensuring that management is informed of digressions, - Ensures all operations related to the operational and financial closure of projects - Conduct regular project visits and prepare a report, according to UNDP format, on the status of projects, problems encountered and proposed solutions - Ensures quality control at all stages of project management. 3. Quality advisory support services and knowledge management: - Identifies, develops syntheses of best practices and lessons learned related to the environment and climate change sector - Contributes to the establishment of advocacy networks at the national level that is linked to networks at the international level - Contributes substantively to knowledge networks and communities of practice and shares best practices
