Background

UNDP mission in Montenegro is to promote economically viable, socially inclusive and environmentally friendly sustainable development.  Under the Economic Development cluster and Urban Development and Infrastructure Program and in cooperation with the Ministry of Education, Science, Culture and Sports of Montenegro, UNDP is implementing two projects: "Strengthening the Cultural Heritage Management System" in the country and "Creative Montenegro – Economic Valorisation and Creative Industries". One of the missions of the Ministry of Education, Science, Culture and Sports of Montenegro is to place the area of culture in the context of sustainable development whilst promoting its resources as areas suitable for investment.

"Creative Montenegro – Economic Valorization and Creative Industries" project is built on the results of the UNDP’s past and current interventions in the country: "Beautiful Cetinje" project and "Strengthening the Cultural Heritage Management System". The Project will support sustained socio-economic development of Montenegro, in accordance with the principles of sustainable development, through restoration of cultural heritage in selected municipalities and creating conditions to realize their full development potentials. This should be achieved through the implementation of the following components: (1) Economic valorization of cultural heritage and its sustainable use; (2) Development of creative industries and contemporary creativity - ideas and infrastructure and (3) Popularization and presentation of natural and cultural heritage of Montenegro through the implementation of the Cultural route of Council of Europe and European cycling route EuroVelo8.

The scope of this project is focused, but not limited to a municipality level and to the already existing enabling environment (institutional and legal system). The project would seek to find complementarity with already ongoing initiatives led by various national and international actors involved in this area. The Creative Montenegro has identified a niche whereby it seeks to demonstrate through concrete initiatives on how utilization of cultural heritage and cultural artistic creativity and development of the creative industries increases quality of life, links culture and tourism and support local economic development through good management of the Creative Industries hubs.  UNDP Montenegro provides support to the country in addressing these challenges.

Duties and Responsibilities

The Senior Consultant for Cultural Industries Polices, who will be providing support to all bodies in the Ministry of Education, Science, Culture and Sport, particularly will provide support to the joint activities of Directorate for creative industries and capital investments in culture and UNDP, on establishing cultural creative hubs in Montenegro and its further sustainable management. 

Under the direct supervision of the UNDP Programme Manager, in cooperation with the representative/s from the line ministry, the incumbent will be responsible for projects implementation through coordinating project activities, ensuring efficient delivery of the envisaged project’s outputs, providing support and advice on all the activities to be carried out under the project related to cultural-artistic creativity and development of the cultural industries and creation of regional hubs based in Montenegro, assisting in technical coordination and preparing or assisting in preparation of relevant project documentation to the Ministry and its Directorate responsible for creative industries. 

Objectives of the assignment:  

The requested service will help implementation of the project’s component: creative industries and infrastructure under respective project "Creative Montenegro – Economic Valorization and Creative Industries ". The objective of the assignment is to provide support in identification of the models of future management, proposing of financing models, additional socio-economic analyses for establishment of the best model of the creative hubs in Montenegro and its final beneficiaries with focus on development of a model of sustainability when all hubs are established.  Special focus will be providing support in the areas of establishing and development of the regional creative hub CEROVO in Bijelo Polje. All materials should be prepared and delivered in Montenegrin language.

Job content:  

Under direct supervision of the respective UNDP Programme Manager and in close cooperation with final beneficiaries, the consultant will be tasked with the following duties and responsibilities:

  • Providing support in the implementation of all activities planned in the project and ensure transparent and excellent communication with direct project partners and other stakeholders;
  • Ensuring effective support in implementation of strategies and capacity building procedures for all interested parties from entrepreneurship in culture and creative industries;
  • Preparing and submitting analyze of potential model and project financing opportunities / funds;
  • Contributing to the preparation and updating of all necessary reports/documents/plans pertaining to the activities of the hub;
  • Coordinating and managing different types of workgroups;
  • Preparing and submitting analyze of government and local government rules and possibilities for works and furnishing Hub
  • Keeping a track of deadlines for implementation and submission of reports on implementation of relevant documents;
  • Coordinating collection of inputs from the local government and organize field visits to the local governments and members of creative sector in north;
  • Creating database of potential users of Creative Hub CEROVO with special emphasis on the empowerment of women in the creative industries sector;
  • Prepare monthly reports on implemented activities;
  • Providing technical support in preparation of the guidelines for the development of the Strategy for the Cultural and Creative Industries and SWOT analyses.
  • Perform other relevant tasks upon request of the UNDP Programme Manager and Director General of the Directorate for Capital investments and creative industries, within the Ministry.

The expected deliverables:

It is expected from the Consultant to coordinate and deliver above mentioned tasks, in order to provide support in development of the best model of the creative hubs in Montenegro with special focus on regional Creative Hub CEROVO in Bijelo Polje. Therefore, under the supervision of the Programme Manager, in consultation with the responsible Ministry’s representatives, the consultant is expected to deliver the following results:

  • Methodology and action plan, with clearly specified timeframe and responsibilities for development of the best model for the sustainable management of the creative hubs in Montenegro 
  • Mapped and reviewed all materials and documents concerning the creative and cultural industries 
  • sectors developed until now by the Government and reviewed the local government rules for works and managing of creative hubs
  • Mapped and presented the financing opportunities / funds (national strategy, EU funds etc)
  • Designed the model of organization Creative Hub and financial sustainability of project
  • Mapped the creative sector in north region and creating database of potential users of the regional  
  • creative Hub “Cerovo” 
  • Prepared the guidelines for the development of the Strategy for the Cultural and Creative Industries 
  • and SWOT analyses
  • The Final Report on undertaken activities.

Timing and reporting: For the successful completion of this assignment a total of 80 consultancy days in the period January 15th to August 31st 2022 are envisaged. The period over which these consultancy days/hours will be realized will depend on the dynamics of the Action plan for 2022. The Consultant will work under direct supervision of the UNDP Programme Manager. He/she will be obligated to provide monthly reports on their deliverables during the assignment. The final Report must be submitted in English language.

Time duration and travel: The incumbent will be engaged under individual contract, 80 consultancy days in the period January 15th to August 31st 2022, taking into account the epidemiological situation, the consultant will be home based. In the course of the assignment, the consultant will be expected to undertake travels (at least 10) to six municipalities (Podgorica, Herceg Novi, Cetinje, Kotor, Bar, Šavnik and Bijelo Polje). The date for these travels will depend on the dynamics of the project activities and considering the epidemiological situation.

Required Skills and Experience

Education:

  • University degree in social sciences, economics, management, public administration or equivalent; advanced degree would be considered as an asset 

Experience:

  • Minimum 7 years of relevant working experience in field of creating and implementing strategic public policy documents in sectors of economy and culture
  • Experience in cooperation with international organization
  • Experience in funding and cooperation with international funds
  • Knowledge in strategic cultural policy frameworks in Montenegro
  • Knowledge of the specific creative industry sector and culture hubs network in Montenegro
  • Knowledge of public finance and non-refundable funds for development projects
  • A proven capacity in designing and coordinating complex and multi layered activities related to the local governments in Montenegro
  • Proven ability to think strategically, to express ideas clearly and concisely, to work both independently and in teams, to demonstrate self-confidence combined with sensitivity to gender and culture. 
  • Working experience in Montenegro, in/for public sector would be considered as an asset

Language:

  • Fluency in English and local language

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
