ORGANISATIONAL CONTEXT

The International Development Law Organization (IDLO) is the only global intergovernmental organization exclusively devoted to promoting the rule of law to advance peace and sustainable development. IDLO works to enable governments and empower people to reform laws and strengthen institutions to promote peace, justice, sustainable development, and economic opportunity.

With its headquarters in Rome, Italy, a Branch Office in The Hague, and United Nations Liaison Offices in New York and Geneva, IDLO carries out policy advocacy, research, and learning, as well as rule of law and justice programs in countries through some 17 Country Offices operating in every region of the world.

IDLO IN SOMALIA

IDLO has extensive experience and a good track record of implementing successful rule of law programs in conflict and post-conflict contexts like Somalia. Since 2012, IDLO has been working with government authorities at both the federal and state levels as well as key justice institutions and the informal justice system to enable them to fulfill their core functions, improve governance and strengthen access to justice for citizens, particularly for the most vulnerable. IDLO is currently implementing five projects in Somalia. IDLO’s activities in the country aim to promote the rule of law in Somalia across a number of areas, including institution building, policy and legal reform, access to justice and human rights, stabilization, and countering violent extremism. In its programmatic work, IDLO has developed a strong partnership with a broad range of Government stakeholders at the Federal level, including the Office of the Presidency, the Office of the Prime Minister, the Financial Reporting Center, the Attorney General’s Office, the Ministry of Justice (among other Ministries), as well as Federal Member States (Puntland, Jubaland, South-West, Hirshabelle, and Galmudug).

THE POSITION

The Department of Programs is the central management and coordinating function for program delivery and capacity development.  It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy.

Under the direct supervision of the Field Program Manager, the Project Coordinator supports the implementation of the FRC Support Project and ensures the project is managed efficiently and effectively while maintaining internal controls. The Project Coordinator is responsible for overall project cycle support including, formulation, implementation, financial and quality compliance. The Project Coordinator interacts with internal as well as external functions.

Summary of Functions:

  1. Support day to day project implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures;
  2. Monitor project activities to ensure compliance with contracts and procedures and that project cycle quality controls are in place;
  3. Contribute to Project Development.

Key results expected:

1. Support day-to-day project implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.

  • Manage the coordination of work and information between IDLO Offices.
  • Support development of implementation plans by means of standardized project cycle management tools, logic models and frameworks, work plans, and others;
  • Monitor daily project implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
  • Draft, collate and provide input for the finalization of internal and external reports;
  • Coordinate the approval and submission of reports; ensuring these highlight the value and impact the project/activity brings;
  • Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over-or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
  • In conjunction with HR, support in the timely identification and screening of project consultants/contractors and processing of contracts.

2. Monitor Project activities to ensure compliance with contracts and procedures and that project cycle quality controls are in place.

  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues Monitor compliance with project contracts and subcontracts;
  • Ensure project deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the project; respond to internal and external requests for such research

3. Contribute to Project Development.

  • Generate ideas and develop concept notes/proposals for projects activities that are aligned to Country program priorities;
  • In coordination with the Program Development Unit and the supervisor, periodically develop proposals or concept notes, aimed at innovatively expanding IDLO’s program portfolio;
  • Collaborate with country program staff and local partners ensuring that perspectives and expectations are shared in the design of the project and gathering support in its implementation.

 IDEAL CANDIDATE PROFILE

Education and Experience

  • Advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences is required.
  • 3-5 years of relevant Project Management experience ideally within an international organization is required.
  • Relevant work experience in the region, a good understanding of the context and networks is desirable. 

Languages

  • Fluency in English and in Somali is required.

Knowledge, Skills, and Abilities

  • Familiarity with standard project and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.
  • Works well with others and actively participates. Shares information contributes, encourages, and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation.  Works effectively across and within IDLO organizational boundaries.
  • Proven ability to see through tasks set and deliver results.
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Ability and willingness to travel to the region, if necessary.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

 TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding. 

In addition, IDLO shall offer a yearly basic salary in the range of USD 37,000 medical insurance and leave entitlements including in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
